1. In order to facilitate management, Nanning Customs supervises the list form of "daily necessities". Border residents can import the goods listed in the list through mutual trade (see attachment 1), and each person can enjoy daily imports from the border residents' mutual trade. Districts (points) enjoy tax-free preferential treatment for goods worth less than 3,000 yuan. If goods are not listed in the table, procedures must be completed in accordance with relevant regulations, and you cannot enjoy the tax-free preferential treatment for goods brought into the border trade by border residents. The following adjustments to the catalog will be made by Nanning Customs in consultation with the Foreign Economic and Trade Department and the Border Trade Bureau of the Autonomous Region, and then issued for implementation.

2. The goods brought into the mutual trade by border residents should be limited to those originating in Vietnam that are relevant to the lives of border residents. Products brought into third countries cannot enjoy the preferential trade benefits.

3. "Daily necessities" brought in by border residents for cross-border trade, and involving goods subject to national import restrictions or license management, will be subject to customs inspection and release. However, if border residents bring in daily necessities for their own use that are subject to state import restrictions or license management, and are unable to provide relevant import documents, the customs will temporarily implement limited management based on the principle of "self-use, reasonable quantity" (see Appendix 2).

Border residents (excluding persons with other identities) are allowed to bring in daily personal items listed in the limited list from each other's urban areas (points).

4. For goods brought in by border residents from each other’s urban areas (points), each person can bring in up to 3,000 yuan of duty-free goods at one time per day; if the limit of 3,000 yuan is not brought in at one time, the same day is not allowed. Bring in again.

The price of goods brought in from border areas (points) shall be assessed by the customs in accordance with relevant national regulations.

5. It is strictly prohibited to organize border residents to take advantage of the tax exemption quota or limited import regulations to disguisely bring in goods that are subject to state import restrictions and license management from the border areas (points).

6. Border residents are prohibited from taking out items prohibited from export by the state (see Annex 3), goods subject to national unified bidding, controlled chemicals, precursor chemicals and other goods with special provisions from the mutual areas (points). (See Appendix 4). Bringing out locally produced grain and other national key managed commodities (see Annex 5) and other commodities subject to national quota and license management is limited to shoulder carry.

The definition and scope of "daily necessities" referred to in these regulations for mutual trade between border residents shall be determined by the Foreign Economic and Trade Department of the Autonomous Region and Nanning Customs in accordance with the current relevant national border trade regulations and ours until the relevant national departments make clear regulations. The district and border residents actually drafted specific regulations for implementation. The relevant national departments shall implement the regulations after they have made clear regulations.

1. Grain and its products: paddy, rice, wheat, corn, buckwheat, barley , beans, potatoes, cereals, noodles, flour, rice noodles, vermicelli, macaroni, pastries, tofu, starch, feed, bran, bran, distiller's yeast;

2. Dried and fresh fruits and vegetables: vegetables , melons, fruits, sugar cane, peppers, bamboo shoots and their products, edible fungi, taro, konjac and their products;

3. Note: (1) Among the above items, those listed in the "Catalogue of Imported and Exported Wild Fauna and Flora Species" must be inspected and released by customs certificates.

(2) "Machines and electrical appliances" as daily necessities do not include: cars, motorcycles and their key parts, spare parts, and disassembled parts; other machines and electrical appliances with a complete machine value exceeding RMB 3,000. and its parts and components and disassembled parts.

Attachment 2: Limit list of state-restricted imports and license-controlled commodities brought into the border trade for personal use by border residents

1. Grain: 50 kilograms;

2. Edible oil: 5 kg;

3. 5 kg of gasoline, diesel, and kerosene; 20 kg of chemical fertilizers; 2 kg of tobacco leaves (silk); 5 kg of cotton;

4. Daily use Photographic film (retail packaging): 5 rolls;

5. Plywood: 2 pieces; 0.1 cubic meters of wood;

6. 1 cigarette, 2 bottles of wine, 2 bottles of cosmetics ( retail packaging).

The above limited amount of imported goods will be supplemented and adjusted by the customs at any time according to changes in national policies and regulations.

Attachment 3: List of prohibited and restricted import and export items for border trade between citizens and the People's Republic of China (issued by General Administration of Customs Order No. 43 on February 26, 1993)

1. Prohibited items

(1) Various weapons, imitation weapons, ammunition and explosives;

(2) Counterfeit currency and counterfeit valuables Securities;

(3) Printed materials, films, photographs, records, films, audio tapes, video tapes, laser discs, computer storage media and other items that are harmful to China's politics, economy, culture and morality;
