Article 1 In order to run the Wuhu Economic and Technological Development Zone well and promote the development of the socialist market economy, these regulations are formulated in accordance with the "Constitution of the People's Republic of China" and relevant laws and regulations. Article 2 Wuhu Economic and Technological Development Zone (hereinafter referred to as the Development Zone) shall be established with the approval of the State Council of the People's Republic of China. The development zone is located in the area around Fengming Lake and Changjiang Road in the northern part of Wuhu City. Article 3 The development zone makes full use of its own advantages to introduce foreign investment and domestic funds, introduce advanced technology, advanced equipment, introduce talents and scientific management methods, develop high-tech industries and basic industries, set up industry and tertiary industries, and increase export earnings. Promote the opening up and economic development of Wuhu City and Anhui Province. Article 4 In accordance with the requirements of the socialist market economy, the development zone actively implements relevant national and provincial reform measures, implements a new management system, improves public facilities, optimizes the investment environment, and provides efficient and high-quality services to domestic and foreign investors. Article 5 Domestic and foreign enterprises, other economic organizations or individuals are encouraged to invest in the construction of infrastructure in the development zone, develop and operate large tracts of land, and establish product export enterprises, advanced technology enterprises and scientific research institutions.
Domestic and foreign enterprises, scientific research institutions, colleges and universities or individuals are encouraged to carry out various forms of economic and technological cooperation in the development zone. Article 6 The following enterprises shall not be established in the development zone:
(1) Those with backward technology or outdated equipment;
(2) Those that pollute the environment and lack effective control measures;
(3) The establishment is prohibited by laws and regulations. Article 7 The assets, due profits and other legitimate rights and interests of investors in the development zone shall be protected by the laws, regulations and these regulations of the People's Republic of China. Article 8 Enterprises, institutions and agencies within the development zone shall establish trade union organizations in accordance with the law to safeguard the legitimate rights and interests of employees. Article 9 The Wuhu Municipal People's Government shall establish a management committee in the development zone to implement unified leadership and management of the administrative, economic and social affairs of the development zone. Article 10 The Development Zone Management Committee shall exercise the following powers:
(1) According to the overall plan of Wuhu City, prepare the overall plan and economic and social development plan of the development zone, and organize their implementation after approval;
(2) Develop various management systems and service standards for the development zone;
(3) Approval or review investment and construction projects in the zone in accordance with the prescribed authority; approve or review foreign investment project proposals in accordance with the prescribed authority , feasibility study reports and contracts and articles of association of foreign-invested enterprises, issue approval certificates for foreign-invested enterprises; assist in the registration and supervision and management of various enterprises entering the zone, and be responsible for contracts, trademarks, advertising and market management in the development zone;
(4) Coordinate and supervise the work of branches or dispatched offices of relevant departments in the development zone;
(5) Responsible for the management of science and technology, statistics, production safety, etc. in the development zone work, and do a good job in complaints and other services for enterprises in the area;
(6) According to the overall plan of the development zone, be responsible for the implementation of planning, engineering construction, construction market and safety supervision and management in the development zone, and review the design and construction , supervision, real estate development enterprise qualifications, review construction drawing design, manage bidding, quality supervision and survey of construction projects, issue "Construction Project Site Selection Opinions", "Construction Land Planning Permit", "Construction Project Planning Permit", "Construction Project Construction License", "Construction Project Completion Plan Acceptance Certificate";
(7) Responsible for land acquisition, allocation, land use rights transfer and transfer within the development zone, and issuing the "Construction Land Approval Letter" , sign the "State-owned Land Use Rights Transfer Contract" and issue the "State-owned Land Use Certificate";
(8) Based on the Wuhu City Environmental Protection Master Plan, compile and submit the development zone environmental protection plan, and organize its implementation after approval .
Examine and approve the environmental impact assessment and environmental protection facility plans of projects entering the zone according to the authority, issue "Environmental Protection Construction Permit", "Environmental Protection Facilities Acceptance Certificate", and "Pollutant Discharge Permit", and be responsible for environmental protection enforcement, prevention and control of pollution and other public hazard facilities and entities Supervision and management of simultaneous design, construction and putting into use of projects at the same time;
(9) Responsible for real estate development and house property rights, property registration and real estate transaction market management in the development zone, issuing the "House Ownership Certificate", " "House Ownership Certificate", "Commercial Housing Pre-Sale Certificate", "Commercial Housing Export Sales Certificate";
(10) Responsible for the construction of various infrastructure, public facilities and city appearance management in the development zone;
(11) Responsible for the preparation and implementation of the development zone’s budget, management of state-owned assets, and implementation of auditing, financial and accounting supervision of units in the zone;
(12) Responsible for the enterprises in the development zone Labor contract authentication, labor protection supervision, occupational safety and health supervision, minimum wage standard enforcement, labor dispute arbitration and other labor management work, and cooperate with relevant departments to do a good job in social security work in the region;
(13) Responsible Assessment of professional and technical personnel below the intermediate level, approval of the household registration of various types of talents introduced by enterprises, and employment management of foreign personnel;
(14) Maintenance of social security in the development zone, responsible for household registration, transportation, special services in the zone Management of operating personnel;
(15) Manage the development zone’s import and export trade and foreign economic and technical cooperation;
(16) Responsible for handling foreign-related matters in the development zone in accordance with relevant regulations Affairs, handling matters related to the area's personnel going abroad (overseas) and external invitations;
(17) Managing social welfare undertakings such as culture, education, health, and sports in the development zone, issuing "Cultural Business License", "Health License", "Sports Business Certificate";
(18) Other powers granted or entrusted by relevant departments of the Wuhu Municipal People's Government and the Provincial People's Government.
