In August 2003, Shuitou Town Tannery Base was listed among the top ten typical cases of environmental violations in the country; in September of the same year, it was listed by Zhejiang Province as one of the nine serious environmental pollution cases in the province. It was also from this year that the local government made up its mind to control the water flow with an iron fist at all costs and at the expense of GDP and fiscal revenue.

Huang Zhaojin is 46 years old. He founded Fenqi Leather Industry in 1991 Co., Ltd. is now one of the largest belt manufacturers in the country, with an annual output of 15 million belts.

This factory is a joint venture with two relatives. Called a factory, at first it was just a small workshop. From the 1990s to the beginning of this century, there were thousands of such workshops in Shuitou Town. ?At that time, almost every household had a drum (tannery tool). ? said Bao Liangfeng, director of Shuitou Branch of Pingyang County Environmental Protection Bureau. My workshop is only about a hundred square meters in area and only employs five people. ? Huang Zhaojin said, ? Build a wooden frame and cover it with linoleum, and it will become a factory building. ?

The pollution produced by such a crude production method is staggering. Today, Huang Zhaojin does not shy away from the "sins" caused by himself and many of his colleagues. ?At that time, we were only looking for output, not quality, and pollution was not a consideration. Huang Zhaojin said that a piece of pig skin can produce one ton of sewage after undergoing several processes such as hair removal, degreasing, chrome tanning, and dyeing. ?

In the first few years, this sewage was discharged directly into the nearby Aojiang River. The river flows all the way east, polluting the waters downstream.
