3. Certification stage

The production enterprise shall issue a food production license and its copy. License Relevant Period Certificate A food production license is valid for 3 years. Renewal of Certificate Within 6 months before the expiration of the food production license, the enterprise should submit an application for renewal to the quality and technical supervision department that originally accepted the application for the food production license. Annual review An annual review system is implemented for food production licenses. Enterprises that have obtained a food production license shall submit an annual review application to the local quality and technical supervision department at or above the municipal (prefecture) level within one month before the expiration of each year within the validity period of the certificate. The annual review work is organized and implemented by the quality and technical supervision department that accepts annual review applications.

If the company passes the annual review, the quality and technical supervision department shall sign the annual review opinions on the copy of the enterprise's production license. If a food production and processing enterprise undergoes major changes in production conditions such as food raw materials, production processes, and production equipment, or develops and produces new types of food, it shall, within 3 months after the change occurs, report to the quality technology department that originally accepted the application for a food production license. The supervision department submits an application for change of food production license. When accepting a change application, the quality and technical supervision department should review whether the enterprise still meets the requirements for the necessary conditions for food production enterprises. When the name of the enterprise changes, an application for name change of the food production license shall be submitted to the quality and technical supervision department that originally accepted the application for the food production license within 3 months after the name change.
