Postal enterprises shall state the provisions of the preceding paragraph in the notices of business premises and the mail receipts provided to users in a way that can attract the attention of users. Postal enterprises that intentionally or grossly neglect to cause loss of vouched mail or fail to fulfill the obligations specified in the preceding paragraph have no right to invoke the provisions in the first paragraph of this article to limit their liability for compensation.
