Chapter 1 General Provisions Article 1 In order to ensure the healthy development of the printing industry, curb illegal printing activities, and promote the construction of socialist material civilization and spiritual civilization, these measures are formulated in accordance with relevant national regulations and in conjunction with the actual conditions of our province. . Article 2 Within the administrative region of this province, enterprises, institutions, other economic organizations and individual industrial and commercial households engaged in business activities such as typesetting, plate making, printing, binding, type casting, copying, photocopying, mimeographing, transcribing, and printing (hereinafter collectively referred to as printing enterprises) , must comply with these regulations. Article 3 It is prohibited to print printed materials and other illegal publications whose contents are reactionary, promote murder and violence, feudal superstition, pornography and obscenity, counterfeit trademarks, etc. that violate national laws and regulations. Chapter 2 Establishment and Management of Printing Enterprises Article 4 To establish a printing enterprise, the following conditions must be met:

(1) Comply with national industrial policies and industry development plans, and have clear corporate articles of association;

(2) Have a fixed production site that complies with national safety standards and fire safety regulations;

(3) Have funds, equipment and technical personnel commensurate with the registered business projects;

(4) Have safety and security, production management, technical quality and related management systems that are suitable for the business projects. Article 5 When applying for a printing enterprise, the following provisions shall be observed:

(1) Obtain the consent signed by the local street office, township government or enterprise management department;

(2) Obtain the consent signed by the local street office, township government or enterprise management department; The press and publication (culture) administrative department of the people's government at or above the county level shall review and approve and issue a "printing license";

(3) The public security agency of the people's government at or above the county level shall review and approve and issue a "special industry license" ";

(4) Those engaged in printing business such as trademarks, tax invoices, packaging and decoration, state secret carriers, maps, etc. must go through the corresponding industrial and commercial administration, taxation, light industry, confidentiality, surveying and mapping departments, etc. After review and approval, a license will be issued;

(5) Apply to the local industrial and commercial administration department for registration approval with the certificates specified in items 1 to 4 of this paragraph. The establishment of a foreign-invested printing enterprise shall be handled in accordance with the approval authority of foreign-invested enterprises and the provisions of the preceding paragraph. Article 6 No one is allowed to engage in printing business without approval and registration. Article 7 If a printing enterprise changes its main registration items, goes out of business, transfers business, merges, splits up or moves, it must go through the registration change or deregistration process with the original approval authority, industrial and commercial administration and tax authorities. Article 8 Internal printing plants of government agencies, military units, groups, enterprises and institutions shall go through registration procedures with the press and publication (culture) administrative department and light industry department of the people's government at the county level where they are located, and file with the public security organs. Without the special industry license from the public security authority and business registration with the industrial and commercial administration authority, no foreign commercial printing business is allowed. If it is necessary to operate externally, it must be handled in accordance with the provisions of Article 5 of these Measures. Article 9 Printing enterprises must establish various management systems for printing, registration, production, inspection, printing supervision, sales supervision, storage and delivery.

Printed materials must be registered by a designated person. If printing is commissioned by a unit, the name, address, ID card of the person handling the printing, and the printing content and quantity should be registered; for printing personal printed matter, the ID card, address, printing content, and quantity of the printing person should be registered. For those that require approval according to regulations, the name and number of the printed approval letter must also be registered.

The registration book (book) of printed matter should be bound by year and month. After being kept for three years, it can be destroyed with the review and approval of the county (city, special zone, district) public security organ. Chapter 3 Management of Printing of Books, Newspapers and Periodicals Article 10 For the printing of books, newspapers and periodicals, a designated printing and licensing system shall be implemented. Article 11 Enterprises that meet the conditions for printing books and periodicals may apply to the press and publication (culture) administrative department for designated printing qualifications and printing licenses.

(1) Application for designated printing of national and provincial books and periodicals must be reviewed and approved by the provincial press and publication administrative department and submitted to the National Press and Publication Administration for approval;

(2) Application for "Books" "Newspaper and Periodical Printing License" must be reviewed and approved by the local, state (city) press and publication (culture) administrative department and submitted to the provincial press and publication administrative department for approval;

(3) Apply for "Internal Information Printing License" ", must be reviewed by the press and publication (culture) administrative department of the people's government at the county level, reported to the press and publication (culture) administrative department at the next higher level for approval, and submitted to the provincial press and publication administrative department for filing. Article 12 National and provincial designated book and periodical printing enterprises can print publications of publishing units inside and outside the province and internal materials of non-publishing units; printing enterprises holding a "Book, Newspaper and Periodical Printing License" can print publications of non-publishing units. Internal materials, but the printing of official publications must be approved by the provincial press and publication administrative department; enterprises holding an "Internal Materials Printing License" can print internal materials, but are not allowed to print official publications.

With the approval of the provincial press and publication administrative department, printing companies can print overseas publications, but they must all be shipped out of the country. If you need to sell it domestically, you must go through relevant import procedures. Article 13 Printing enterprises that print books, newspapers, periodicals, and internal materials must abide by the following regulations:

(1) When printing official publications of a publishing unit, they must verify the issuance order and printing order issued by the publishing unit. Original;

(2) When printing internal materials, the original approval from the competent department of the printing unit and the original "Internal Material Printing License" issued by the press and publication (culture) administrative department must be verified;

(3) When printing books, newspapers, periodicals or internal materials, the book’s standard book number, newspaper and periodical registration certificate number and internal information printing license number must be printed on the copyright page of the publication in accordance with regulations. The publishing unit, author or editor (translator) ) The name of the issuing unit, printing unit, format, sheets, number of prints, publication date, and edition should be completely printed; books and official periodicals must print uniformly produced barcodes in the prescribed positions;

(4) Publications commissioned by publishing units and non-publishing units may not be reprinted, sold, or transferred for printing, and the commissioned paper patterns, plates, and negatives may not be rented or transferred to others for reproduction;

( 5) To print books, newspapers and periodicals commissioned by publishing units outside the province and non-publishing units, the printing approval certificate issued by the provincial press and publication administrative department where the printing unit is located and the original approval issued by the press and publication administrative department of Guizhou Province must be verified;

(6) Printing of compilations, selections, and collections of laws, regulations, and rules must be handled in accordance with the "Regulations on the Administration of the Compilation and Publication of Compilations of Laws and Regulations."
