Article 12 If you export to China feeds and feed additives that have not been used in China but have been approved for production and use by the exporting country, you must entrust an agency in China to apply for registration with the agricultural administrative department of the State Council and provide Samples of the feed and feed additives and the following information:

(1) Trademarks, labels and promotion and application status;

(2) Certificate of approval for production and use from the production place and the place of production Registration information from other countries and regions;

(3) Main ingredients, physical and chemical properties, development methods, production processes, quality standards, testing methods, inspection reports, stability test reports, environmental impact reports and pollution Prevention and control measures;

(4) The feeding effect, residue digestion dynamics and toxicological safety evaluation report of the feed and feed additive issued by the testing institution designated by the agricultural administrative department of the State Council.

When applying for import registration of feed additives, the purpose of adding the feed additive and the method of use should also be stated, and an analysis and evaluation report on the possible impact of the feed additive residue on human health should be provided.

The agricultural administrative department of the State Council shall organize a review in accordance with the review procedures for new feeds and new feed additives stipulated in Article 9 of these Regulations, and decide whether to issue an import registration certificate for feeds and feed additives.

Whoever exports to China for the first time feeds and feed additives that have been used in China and whose production and use have been approved by the exporting country shall apply for registration in accordance with the provisions of paragraphs 1 and 2 of this article. The agricultural administrative department of the State Council shall review the application materials within 10 working days from the date of acceptance of the application; if the examination passes, the sample shall be submitted to the designated agency for re-examination and testing; if the re-examination and testing pass, the agricultural administrative department of the State Council shall The import registration certificate for feed and feed additives will be issued within 10 working days.

The import registration certificate for feed and feed additives is valid for 5 years. If the import registration certificate expires and needs to continue exporting feed and feed additives to China, it must apply for renewal six months before the expiration date.

It is prohibited to import feed and feed additives that have not obtained the feed or feed additive import registration certificate.

Article 13 The state shall apply to applicants who have obtained a new feed or new feed additive certificate or a feed or feed additive import registration certificate for feed or feed additives containing new compounds that they have obtained and submitted by themselves. Undisclosed trial data and other data are protected.

Within 6 years from the date of issuance of the certificate, other applicants shall use the data specified in the preceding paragraph without the consent of the applicant who has obtained the new feed or new feed additive certificate or the feed or feed additive import registration certificate. If you apply for approval of new feeds or new feed additives or import registration of feeds or feed additives, the agricultural administrative department of the State Council will not approve or register the application; however, other applicants will not submit the data they have obtained.
