(5) Decentralize the examination and approval authority of foreign investment in the construction industry (including all construction-related subjects such as design, construction, supervision, testing and cost consultation) to the Pilot Free Trade Zone. (6) When a wholly foreign-owned construction enterprise in the Pilot Free Trade Zone undertakes a Sino-foreign joint venture construction project in this province (city), it is not restricted by the proportion of Chinese and foreign investment in the construction project. (7) According to the Closer Economic Partnership Arrangement between the Mainland and Hong Kong, the Closer Economic Partnership Arrangement between the Mainland and Macao and the Framework Agreement on Cross-Strait Economic Cooperation, the restrictive provisions on the scope of project contracting in the Administrative Provisions on Foreign-invested Construction Enterprises in the Pilot Free Trade Zone will no longer be implemented. (8) For foreign-invested engineering design (except engineering survey) enterprises serving the province (city) in the Pilot Free Trade Zone, the requirements for investors' engineering design performance when applying for qualification for the first time shall be cancelled. (15) Further relax the restrictions on shareholders of patent agencies. If a patent agency with a new limited liability system is established, no more than one fifth of China citizens who are not qualified as patent agents, have reached the age of 65,438+08 and can work full-time in the patent agency are allowed to be shareholders.
