On August 8, 2018, the launching ceremony for the global collection of mascots for the Beijing Winter Olympics and Winter Paralympics was held. On October 20, 2018, the global collection of mascot design plans entered the submission stage. The collection lasted for 84 days, and 5,816 design plans were received. From January 7 to 8, 2019, the Beijing Winter Olympics Organizing Committee organized an expert review committee to conduct preliminary evaluation and re-evaluation of all valid mascot entries.
On April 12, 2019, the Beijing Winter Olympics Organizing Committee invited deputies to the National People's Congress, Beijing Municipality, and Hebei Provincial People's Congress, members of the Chinese People's Political Consultative Conference, the All-China Federation of Trade Unions, the Central Committee of the Communist Youth League, the All-China Women's Federation, and the China Disabled Persons' Federation Representatives from all walks of life, including athletes, primary and secondary school students, and related enterprises, reviewed the design plan.
