Green food certification

1. The concept and classification of green food

Green food refers to following the principles of sustainable development, producing according to specific production methods, and undergoing specialized The organization identifies and permits the use of green food labels, pollution-free safe, high-quality, nutritious food. It has three characteristics: first, green food is produced in a good ecological environment; second, green food implements whole-process quality control "from farmland to table"; third, green food labels are protected by law.

The Green Food Mark is a product quality certification trademark officially registered by the China Green Food Development Center at the State Administration for Industry and Commerce. The green food logo consists of three parts, namely the sun above, the leaves below and the bud in the center. The logo is a perfect circle, which means protection. The entire graphic depicts a picture of harmonious vitality under the sun, telling people that green food is safe and pollution-free food produced in a pure and good ecological environment, and can bring vigorous vitality to people. The green food logo also reminds people to protect the environment and create a new harmony in nature by improving the relationship between humans and the environment.

Green food should meet the following four conditions:

①The product or product raw material origin must meet the green ecological environment quality standards;

②Crop cultivation, livestock and poultry Feed, non-production breeding and food processing must comply with the green food production operating procedures;

③The products must comply with the green food product standards;

④The packaging, storage and transportation of the products must comply with the green packaging Storage and transportation standards.

II. Conditions and procedures for applying for green food enterprises

According to Article 5 of the "Green Food Label Management Measures": "Anyone with green food production Any unit or individual that meets the conditions can be an applicant for the right to use the green food label." In order to further standardize management, the following specific provisions have been made on the conditions for applicants for the mark:

1. Applicants must be able to control the product production process, implement green food production operating procedures, and ensure that product quality meets the requirements of green food standards;

2. The applying enterprise must have a certain scale and be able to bear the green food label usage fees;

3. As applicants, enterprises engaged in production management and services below the township and town level must have a production base and directly organize production; business and service enterprises above the township and town level must have a stable production base affiliated with the enterprise;

4. The production and operation of enterprises applying for processing products must be more than one year.

"The state has clear regulations on the scope of applying for green food labels. Health foods registered with the word "food" or "health" can apply for green food labels. Food and beverages that have been announced by the state are both food and Types of medicines, such as perilla, chrysanthemum, ginkgo, tangerine peel, safflower, etc., can apply for green food labels. Medicines and cigarettes cannot apply for green food labels.

According to the green food standards, they are not accepted for the time being. In order to promote the development of green food industry, the China Green Food Development Center was established with the approval of the Ministry of Personnel in November 1992 as the specific management department of green food. Green food management agencies have been established in 29 provinces, cities and autonomous regions across the country to carry out quality inspection of green food and review of the use of green food labels. Among the thousands of product varieties accepted, in accordance with the provisions of the "Green Food Label Management Measures". Through strict review, by the end of 2000, more than 1,000 products in five major categories across the country had obtained the right to use the green food label, which led to a rapid increase in the number of green food developments that applied for use on products in accordance with the provisions of Article 6 of the "Green Food Label Management Measures". The procedure for using the green food label is:

First, the applicant fills out the "Application Form for the Use of Green Food Label" in duplicate (including attached materials) and reports it to the province (autonomous region, municipality directly under the Central Government, city under separate state planning) , the same below) Green Food Management Department;

Fifth, the China Green Food Development Center will conduct a comprehensive review (including on-site inspection) of products that have passed the quality and hygiene tests, and sign a "Green Food Label Use" with qualified applicants. "Agreement", the Ministry of Agriculture will issue a certificate and number for the use of the Green Food Mark, report it to the Trademark Office of the State Administration for Industry and Commerce for filing, and announce it to the public. Applications for products that fail the health test will no longer be accepted that year.

< p> The China Green Food Development Center will review the company's application materials. If the materials are qualified, it will notify the provincial green food management agency in writing and entrust sampling of the declared products.

After receiving the entrusted sampling order from the center, the provincial green food management agency will appoint two or more full-time green food label management salespersons to the reporting enterprise to conduct sampling, and the samples will be sent to the green food designated food monitoring center. Based on the technical monitoring report, the final review result is obtained. After passing the final review, the China Green Food Development Center will notify the applicant in writing to go to the China Green Food Development Center to go through the certification procedures and pay the marking service fee, which is in principle 10,000 yuan per product (discount for series products).

Green food label management personnel shall supervise and inspect green food production enterprises within their jurisdiction at least once a year, and report to the center the implementation of the enterprise's planting, breeding, processing and other regulations.

The China Green Food Development Center issues random inspection tasks at the beginning of each year, and designates fixed-point food monitoring agencies and environmental monitoring agencies to conduct random inspections on the ecological and environmental quality of the products and raw material origins of the companies using the logo. Those who fail the random inspections will have their products cancelled. The right to use the logo shall be announced to the public. All consumers have the right to supervise green foods. Consumers have the right to know the authenticity of green foods in the market, and they can directly report products with quality problems to the center.

Organic food must meet the following four conditions:

① The raw materials must come from an established or under-established organic agricultural production system, or wild natural products collected organically< /p>

② Products strictly follow the processing, packaging, storage and transportation standards of organic food throughout the entire production process;

③ Producers have complete rules and regulations in the production and flow process of organic food. Quality control, and tracking and review systems, with complete production and sales standards.

④ Must be certified by an independent organic food certification agency. Green Food Certification Procedure

(Trial)

In order to standardize the green food certification work, this procedure is formulated in accordance with the "Green Food Label Management Measures". All domestic enterprises with green food production conditions can apply for green food certification according to this procedure. Separate regulations apply to overseas enterprises.

1. Certification application

1.1 The applicant shall apply to the China Green Food Development Center (hereinafter referred to as the Center) and its provincial (autonomous region, municipality) green food office, green food development center (hereinafter referred to as the center) (hereinafter referred to as the Provincial Green Office) to obtain the "Application Form for the Use of Green Food Logo", "Enterprise and Production Status Survey Form" and related information, or download it from the center's website (website: www.greenfood.org.cn).

1.2 The applicant fills out and submits the "Application Form for the Use of Green Food Label", "Enterprise and Production Status Survey Form" and the following materials to the provincial green office:

(1) Guarantee Statement on the implementation of green food standards and specifications

(2) Production operating procedures (planting procedures, breeding procedures, processing procedures)

(3) The company's quality of "base + farmers" Control system (including contract, base map, base and farmer list, management system)

(4) Product execution standards

(5) Product registered trademark text (copy)

(6) Enterprise business license (copy)

(7) Enterprise quality management manual

2. Acceptance and document review

2.1 After receiving the above application materials, the Provincial Green Office will register and number them, and complete the application certification within 5 working days. Review the materials and issue a "Notice of Review Opinions" to the applicant, with a copy to the Central Certification Office.

2.2 If the application materials for certification are incomplete, the applicant is required to submit supplementary materials 10 working days after receiving the "Notice of Review Opinions".

2.3 If the application materials for certification are unqualified, the applicant will be notified that their application will no longer be accepted during this growth cycle.

2.4 If the application materials for certification are qualified, Article 3 shall apply.

3. On-site inspection and product sampling

3.1 The Provincial Green Office should clarify the on-site inspection plan in the "Notice of Document Review Opinions" and appoint 2 persons after the plan is confirmed by the applicant One or more inspectors will conduct on-site inspections.

3.2 According to the "Green Food Inspector Work Manual" and the requirements of the on-site inspection plan, the inspector will conduct inspections one by one according to the inspection items in the on-site inspection form. Each inspector independently fills out the on-site inspection form and on-site inspection opinions. The on-site inspection will be completed within 3 working days, and the on-site inspection and evaluation report will be submitted to the Provincial Green Office within 2 working days after the on-site inspection.

3.3 If the on-site inspection is qualified and suitable products can be sampled at that time, the inspector will conduct product sampling in accordance with the "Technical Specifications for Sampling Green Food Products" and fill in the "Green Food Product Sampling Form", and at the same time submit the sampling form Copied to the Central Certification Office. Special products (such as animal products, etc.) are separately regulated.

3.4 If the on-site inspection is qualified and no products are suitable for sampling, the inspector and the applicant will determine the sampling plan on the spot and send a copy of the sampling plan to the central certification office.

3.5 If the on-site inspection fails, the Provincial Green Office will notify the applicant in writing that the certification conclusion will be treated as failed, and a copy will be sent to the Central Certification Office. Applications will no longer be accepted during this production cycle.

3.6 The applicant shall send samples, product implementation standards, "Green Food Product Sampling List", and testing fees to the green food designated product monitoring agency.

4. Environmental Monitoring

4.1 The Provincial Green Food Office will issue the "Current Status of Green Food Environmental Quality" to the green food designated environmental monitoring agency within 2 working days after receiving the inspector's inspection report. Investigation Task Notice". The green food designated environmental monitoring agency will send an investigation team to investigate the environmental quality of the origin of the product applying for certification within 2 working days after receiving the "Notice". The investigation will be completed within 3 working days, and the investigation report will be submitted to the Provincial Green Office within 5 working days after the investigation.

4.2 After investigation, it is confirmed that the environmental quality of the production area meets the conditions for exemption from testing specified in the "Technical Specifications for Investigation of the Current Status of Environmental Quality of Production Areas of Green Food", and environmental monitoring is exempted.

4.3 According to the relevant provisions of the "Technical Specifications for Investigation of the Current Status of Environmental Quality in Green Food Producing Areas",

If it is confirmed through investigation that environmental monitoring is necessary, the Provincial Green Office will receive the investigation report 2 Within three working days, notify the green food designated environmental monitoring agency in writing to conduct environmental monitoring, and send a copy of the notice to the central certification office.

4.4 After receiving the notice, the designated environmental monitoring agency shall issue an environmental monitoring report and an environmental quality status evaluation report within 40 working days, together with the completed "Green Food Environmental Quality Status Quo Investigation and Monitoring Status Form", Submit it to the certification office of the center, and send a copy to the provincial green office.

5. Product testing

Within 20 working days after receiving the samples, product implementation standards, "Green Food Product Sampling List" and testing fees, the green food designated product monitoring agency Complete the testing work, issue a product testing report, and submit it together with the completed "Green Food Product Testing Status Form" to the Central Certification Office, with a copy to the Provincial Green Office.

6. Certification audit

6.1 The Provincial Green Office will sign the review opinions within 3 working days after receiving the inspector’s on-site inspection and evaluation report, and send the certification application materials and the inspector’s on-site The inspection and evaluation report and the "Provincial Green Office Green Food Certification Status Form" should be submitted to the Central Certification Office.

6.2 The Central Certification Office receives the materials submitted by the Provincial Green Office, the investigation report on the environmental quality status of the place of production, the environmental monitoring and environmental quality status evaluation report, the product testing report and the "Application for Green Food" directly sent by the applicant. After completing the "Basic Certification Situation Questionnaire", registration and numbering will be carried out. An acceptance notice will be issued within 2 working days after receiving the last material, and the applicant will be notified in writing and a copy will be sent to the Provincial Green Office.

6.3 The Central Certification Office will organize reviewers and relevant experts to review the above materials and make review conclusions within 20 working days.

6.4 If the audit conclusion is "there is doubt, on-site inspection is required", the Central Certification Office will complete the on-site inspection plan within 2 working days, notify the applicant in writing, and send a copy to the Provincial Green Office. After receiving confirmation from the applicant, an inspector will be dispatched to conduct on-site inspection again within 5 working days.

6.5 If the review conclusion is that "the materials are incomplete or require additional explanations", the Central Certification Office will send the "Green Food Certification Review Notice" to the applicant, with a copy to the Provincial Green Office. Applicants need to submit supplementary materials to the Central Certification Office within 20 working days, and send a copy to the Provincial Green Office.

6.6 If the audit conclusion is "qualified" or "unqualified", the Central Certification Office will submit the certification materials and certification audit opinions to the Green Food Review Committee.

7. Certification Review

7.1 The Green Food Review Committee will conduct a comprehensive review within 10 working days after receiving the certification materials and the certification office’s review opinions, and make a final conclusion on certification.

7.2 The final conclusion of certification is divided into two situations:

(1) Certification qualified

(2) Certification unqualified

7.3 The conclusion is "certified qualified" and Article 8 shall be implemented.

7.4 If the conclusion is “certification unqualified”, the secretariat of the review committee will send the “Certification Conclusion Notice” to the applicant within 2 working days of making the final conclusion, with a copy to the Provincial Green Office. Applications will no longer be accepted during this production cycle.

8. Certificate Issuance

8.1 The center will send the relevant documents for certification to the "certified qualified" applicant within 5 working days, and send a copy to the Provincial Green Office. The applicant shall sign the "Green Food Logo Trademark Use License Contract" with the center within 60 working days.

8.2 The director of the center issues the certificate.
