4. Because the applicant conceals relevant information or provides false materials, the applicant shall not apply again within one year after the Tobacco Monopoly Bureau decides not to accept or issue certificates;

5. If the tobacco monopoly license obtained by the applicant by cheating, bribery or other improper means is revoked, it may not apply again within three years;

6. Hengye Chong, who has not obtained the tobacco monopoly retail license and engaged in the management of tobacco monopoly products, has been punished by law enforcement departments for more than two times within one year. If you apply for a tobacco monopoly retail license within three years, you will not be allowed;

7, the State Tobacco Monopoly Bureau shall not issue other circumstances.

Article 3 of People's Republic of China (PRC) Tobacco Monopoly Law

The tobacco monopoly bureau shall examine, approve and issue tobacco monopoly licenses in accordance with the statutory authority, scope, conditions and procedures, and conduct effective supervision and management.
