Jinwen Railway Old Jinwen Railway
As early as 192 1, Dr. Sun Yat-sen put forward the idea of building Jinwen Railway in the General Plan for the Founding of the People's Republic of China. However, due to various historical reasons, the railway construction project has been going on for more than half a century, and it is difficult to realize the dream. Since China's reform and development in the 1980s, the NPC deputies and CPPCC members in Wenzhou and Lishui, on behalf of the people, have repeatedly proposed the construction of the Jinwen Railway, which has attracted great attention from the Zhejiang Provincial Party Committee, the provincial government and the State Council. The Wenzhou Municipal Party Committee and Municipal Government have done a lot of work to find new ways to raise funds. Mr. Nan, a well-known scholar in Wenzhou, Hong Kong, promised to contribute funds, which played an important role in "promoting" the Jinwen Railway. 1991September, the State Planning Commission approved the feasibility report on the joint venture between Zhejiang and Hong Kong Lianying Industrial Co., Ltd. to build Jinwen Railway, which was the first joint venture between the mainland and overseas in New China.

1On the eve of the opening of the whole line in April, 1998, the board of directors of the company respected Mr. Nan's last wish of "retiring after success and returning the government to the people" and agreed to transfer the equity of Hong Kong Industrial Co., Ltd. to Zhejiang Province and the Ministry of Railways. Jinwen Railway is a joint venture between Zhejiang Province (55%) and the Ministry of Railways (45%).

From 65438 to 0988, Liu Xirong, then mayor of Wenzhou, gave the hope of financing Jinwen Railway to Mr. Nan, a master of Yueqing Chinese studies who lived in Hong Kong.

Nan, 19 18, was born in a scholarly family in Yueqing, Zhejiang. He was educated in a private school and studied in a hundred schools of thought. When he was young, he taught at the Central Military Academy and later specialized in Buddhism. He has been to Kangzang area, which has been confirmed by various sects in Tibet and is recognized as a qualified tantric guru. Nan huaijin is also an industrialist. The establishment of Nanling International (Asia) Limited Investment Company, (Hongkong) International Cultural Education Foundation, Lianying Industrial Co., Ltd. and the titles of "Master of Chinese Studies" and "Top Ten Most Influential People in Taiwan Province Province" show that Mr. Nan is a legendary figure. More importantly, although Nan lives overseas, he is very concerned about the development of China and loves his hometown very much. He also established a chemical, biochemical and trade joint venture with his students in Chinese mainland. Undoubtedly, Nan should be the most ideal partner of Jinwen Railway.

1988 65438+ 10, the Wenzhou delegation visited Washington, and Mr. Nan, who lived in Washington at that time, met the envoy from his hometown. The delegation threw stones to ask for directions, and welcomed Mr. Wang to invest in China. After Nan moved to Hong Kong, relevant leaders of Wenzhou led a delegation to visit Nan in Hong Kong many times, imploring him to advocate the construction of Jinwen Railway for the benefit of the people in his hometown. 1989 On the eve of the Spring Festival, under the personal coordination of the mayor of Wenzhou, Nan had a 40-minute telephone conversation with his wife who had been away for more than 40 years on the evening of 29th of that year. After the phone call, Nan Huai Jin's eyes were filled with tears and excitement. He said to the students, "Our government and people have set up a hotline specially for me, which has fulfilled a wish I have had for more than 40 years. The ancients said:' after the war-fires of three months, a letter from home weighs a thousand pounds', and my sentence is worth one million. " Authorities also sent Nan's married wife to Guangzhou to meet him. When Nan's old mother was ill, experts from Wenzhou Medical College went to Yueqing twice to consult the elderly. When Liu Xirong visited Nan in Hongkong, he specially invited Professor Wei Jingxian, a master of hair embroidery, to embroider a portrait with the gray hair of Nan's old mother as a special gift for Nan. When Nan Huai Jin saw this vivid portrait, he burst into tears. With a cry, he knelt down and bowed, which touched all the people present. All this made nan huaijin deeply feel the ardent expectations of his hometown elders, and immediately expressed his willingness to contribute to the public welfare undertakings in his hometown.

1989 March 15, Nan finished the article "On Jinwen Railway" in his apartment in Hong Kong, and expounded his views on the construction of Jinwen Railway. He said that the construction of Jinwen Railway is not only a question of funds, but also a question of how to establish a feasible method. In a conversation with Wenzhou leaders, he said: "To build Jinwen Railway, the most important thing is that overseas funds cooperate with local governments to set up railway companies, which have the autonomy to operate independently, and break the stereotype that the original railway must be operated by the government or state-owned enterprises." Nan's opinion was appreciated by the leaders of Zhejiang provincial government. From 1989 to 1990, based on the investigation and identification of the natural economy along the Jinwen Railway, the two sides signed the letter of intent, agreement and deliberation minutes for the joint venture construction of Jinwen Railway.

1991110 In October, Nan, the chairman of Hong Kong Industrial Co., Ltd., signed a feasibility study report with the Zhejiang Provincial Government, which was approved by the State Planning Commission and confirmed that "the project is feasible and has good social benefits". The original intention finally turned into a feasible plan. 1October 26th, 1992 65438+ Chai, then vice governor of Zhejiang Province, led a delegation to Hong Kong, and both parties signed a joint venture to establish Zhejiang Jinwen Railway Development Co., Ltd.. Hong Kong Lianying Industrial Co., Ltd. and Zhejiang Local Railway Company jointly built Jinwen Railway. 165438+ 10/2, Jinwen Railway Development Co., Ltd. was incorporated in Wenzhou. The total investment of Jinwen Railway is US$ 65.438+72 million (equivalent to RMB 946 million), of which the registered capital is US$ 57.33 million, Zhejiang Local Railway Company contributes US$ 65.438+0.470 million, accounting for 20%, and Hong Kong Lianying Industrial Co., Ltd. contributes US$ 45.86 million, accounting for 80%. The rest of the funds were loaned overseas by Jinwen Railway Development Co., Ltd.. 165438+ 10/8. Zhejiang Jinwen Railway Co., Ltd. was formally established and served as the chairman and general manager of the company. At the opening ceremony of the company, the leaders of Zhejiang provincial government spoke highly of Nan's contribution to the opening of Jinwen Railway, calling him "the pioneer of Jinwen Railway".

199265438+February 18, the groundbreaking ceremony of Jinwen Railway was held grandly at the Xiandu Tunnel in Jinyun, Zhejiang. At 9: 40, "Boom ...", the first shot of Jinwen Railway construction, the cheers, applause and gunshots of more than 60,000 people in the audience soared into the sky. The long-awaited Jinwen Railway in southwest Zhejiang finally broke ground.

After the completion of the Jinwen Railway, tens of thousands of builders and people along the line have no hesitation, courage and selfless dedication. Not long after the railway started, it was catching up with Spring Festival travel rush. Many workers gave up the opportunity to reunite with their families in order to grab the progress, and still fought on the construction site. People along the line took the initiative to demolish houses for "everyone" and gave up fertile land without complaint. How many builders, like the soldiers in the war years, did not fear difficulties and died, and dedicated their youth, wisdom and even precious lives to the Jinwen Railway.

Jinwen Railway starts from Dong Xiao, Jinhua, passes through Wuyi, Yongkang, Jinyun, Lishui, Qingtian and other cities and counties, and ends at Longwan, Wenzhou. The terrain along the line is complex, mostly mountains and rivers, connected by bridges and tunnels. Along the way, it passes through 0/35 bridges, 930 culverts and 96 tunnels. The whole journey is 25 1km, including 37km for tunnels and 0/5 km for bridges. On average, there is a bridge every 2 kilometers and a tunnel every 4 kilometers. The construction of this railway is no less difficult than that of chengdu-kunming railway. 1May, 1994, the Ministry of Railways decided to participate in the construction of Jinwen Railway, which not only solved the problem of increasing construction investment, but also helped the highway to be incorporated into the national railway network and maximize its benefits. Thanks to the hard work of the builders,1July, 1997, the entire Jin-Wen Railway was paved five months ahead of schedule, and a steel dragon crossed the southwest of Zhejiang. Jinwen Railway became the first railway jointly built by local authorities, Ministry of Railways and Hongkong in China.

The construction of Jinwen Railway also played a role in attracting jade. As soon as the news that South China and Zhejiang provincial government jointly invested in the construction of Jinwen Railway came out, it immediately aroused widespread public concern at home and abroad, and they all thought that the completion of Jinwen Railway marked that "'s opening-up level has reached a new height".

1June, 998 1 1 At 7: 00 a.m., the first train of Jinwen Railway "Haihe" slowly left Wenzhou Station and headed for Hangzhou, which marked the official opening of the first joint venture railway in China and the first railway jointly built by the Ministry of Railways, local governments and Hong Kong. The people in southern Zhejiang heard the long-awaited train whistle, and the century-old dream of "Iron Dragon" finally came true.

The completion and opening to traffic of Jinwen Railway has filled the gap of zhejiang-jiangxi railway's 65438+ 10,000 square kilometers railway network from the east to the coast, and opened the channel from the mainland to the coast in East China. The area where Jinwen Railway passes accounts for 57% of Zhejiang's land area and 49% of its population, which further improves Zhejiang's investment environment, greatly improves the development and utilization of forests, agricultural and sideline products, minerals and tourism resources along the route, and is of great significance to promoting the economic development of southwest Zhejiang. In 2007, affected by Typhoon Rosa, the N402 passenger train from Wenzhou, Zhejiang Province to Bozhou, Anhui Province, suddenly encountered a landslide at 10/96+950m (the junction of Wenzhou and Lishui, Zhejiang Province) in the early morning of October 81/kloc-0. After the accident, the railway blocked the scene. After the plane, 593 passengers in 16 carriage were safe and sound, and the relevant parties immediately organized emergency rescue, and the trapped passengers were effectively resettled. After the accident, Jinwen Railway Company started the emergency plan in time, and organized more than 300 employees from all work areas along the line to take part in the emergency work in the rain. After 7 hours and 30 minutes of hard work, with a loud whistle, the 5055 Nanjing West-Wenzhou passenger train slowly passed through the Jinwen Railway K 196+950, and the entire Jinwen Railway resumed operation.

Since March 28th, 2008, the 70km track replacement and overhaul projects of Jinwen Railway from Fan Shi Station to Wenxi Station and Jiangnan Village Station to Wenzhou Passenger Station, which are controlled by Zhejiang Railway Investment Group Corporation, have entered into comprehensive construction and are scheduled to be completed before the end of May. By then, all the 240km P43 rails of Jinwen Railway will be replaced by P60 rails with stable track structure. It took 6 years before and after the Jin-Wen Railway was rerouted, with an investment of nearly 300 million. Jinwen Railway is the main traffic artery from the inland of Zhejiang Province to the coast. Compared with other railways in Zhejiang Province, Jinwen Railway has the characteristics of "three more and one lower", that is, many curves, many dangerous slopes, many bridges, tunnels and culverts, and low construction standards. During the construction, the 43kg/m rail, the lowest model of the current traffic line, was adopted for the whole line. At the same time, Jin-Wen railway undertakes heavy transportation tasks, which accelerates the fatigue damage of rails and causes great security risks.
