Changshan County is located in the west of Quzhou City. It borders Qujiang District to the east, Jiangshan County to the south, Yushan County of Jiangxi Province to the southwest, Kaihua County to the northwest, and Chun'an County of Hangzhou City to the northeast. The total area is 1,099 square kilometers and the population is 343,500. It has jurisdiction over 6 towns, 5 townships, 3 streets, 180 administrative villages, and 10 community committees. The County People's Government is located at No. 29 Shengli Street, Tianma Street.

Changshan is the ancient Beiyue Hengshan in the northeast of Fuping County, Hebei Province. Documents generally record that the Beiyue is in Zhending, and Changshan has the north Yuemiao. Zhending County was established for the Jin Dynasty to analyze Changshan. Emperors of the Han and Song Dynasties were tabooed as Changshan (Emperor Wen of the Han Dynasty and Zhenzong of the Song Dynasty were both named Heng).
In the first year of the reign of Emperor Xuan of the Han Dynasty (61 BC), the Five Mountains were granted the title of "Five Mountains", and Changshan (Hengshan) was designated as the North Mountain. From the Han Dynasty to the Ming Dynasty, it was never interrupted for 1,700 years. In the 18th year of Shunzhi (AD 1661), Shanxi Tianfengling was renamed Beiyue, and the sacrifices to Hengshan were carried out in Hunyuan County, Shanxi.
