With the advent of the "Internet" era, cross-border e-commerce has stood at the forefront of the capital market. The development pace of new trade represented by cross-border e-commerce has been gradually accelerating in recent years and is expected to Become a new growth engine for China’s trade and even the entire economy. However, cross-border e-commerce also faces technical and institutional issues such as transactions, payments, and logistics. In order to solve the deep-seated contradictions and institutional problems in the development of cross-border e-commerce and create a complete industrial chain and ecological chain for cross-border e-commerce, the State Council agreed to establish a cross-border e-commerce experimental zone in 2015. Therefore, this paper focuses on the selection of cross-border e-commerce experimental areas.
2. Definition of cross-border e-commerce experimental zone: China’s cross-border e-commerce comprehensive pilot zone is a pilot urban area established by China for the comprehensive nature of cross-border e-commerce, aiming at cross-border e-commerce. Technical standards, business processes, regulatory models and information construction in transactions, payments, logistics, customs clearance, tax refunds, foreign exchange settlement and other aspects will be piloted and cross-border e-commerce will be cracked through institutional innovation, management innovation, service innovation and collaborative development. Deep-seated contradictions and institutional difficulties in development, creating a complete industrial chain and ecological chain for cross-border e-commerce, and gradually forming a set of management systems and rules that adapt to and lead the development of global cross-border e-commerce, in order to promote China's cross-border e-commerce Healthy development provides replicable and scalable experience
3. Establishment of the Cross-border E-commerce Experimental Zone: On March 7, 2015, the State Council approved the establishment of the China (Hangzhou) Cross-border E-commerce Comprehensive Experimental Zone . This is the first batch of cross-border e-commerce experimental zones established in China. On January 6, 2016, the executive meeting of the State Council decided that in Tianjin, Shanghai, Chongqing, The second batch of cross-border e-commerce comprehensive pilot zones will be established in 12 cities including Suzhou and Suzhou. On July 24, 2018, the State Council approved the implementation of the ban in Beijing, Hohhot, Shenyang, Changchun, Harbin, Nanjing, Nanchang, Wuhan, Changsha, Nanning, Haikou, Guiyang, Kunming, and Xi'an. Cross-border e-commerce comprehensive pilot zones have been established in 22 cities including Lanzhou City, Xiamen City, Tangshan City, Wuxi City, Weihai City, Zhuhai City, Dongguan City, and Yiwu City.
4. Introduction to cities in the experimental zone: (1) Hangzhou: In 2013, China’s e-commerce transaction volume reached 10 trillion, surpassing the United States for the first time and becoming the world’s largest e-commerce country. Hangzhou has an e-commerce development ecosystem with Alibaba as the leader that integrates transactions, finance, information, and services with industrialized operations. It has formed a good atmosphere of leading leadership and industrial agglomeration. In accordance with the Yangtze River Delta regional plan of the State Council, Hangzhou has positioned Hangzhou as China's e-commerce center. Hangzhou is working hard to build an e-commerce center and complete the strategic tasks assigned by the country. E-commerce is taken as the No. 1 project of government work. Cross-border e-commerce has formed several strategic platforms across the province, and the advantages of regional agglomeration effects are highlighted. Especially Hangzhou, which has 470,000 online business entities and ranks first among cities in the country in terms of e-commerce transaction volume. Hangzhou is the city with the most complete categories and the most varieties among the seven pilot units in the country. (2) Ningbo: In 2015, the total import and export volume of Ningbo’s cross-border e-commerce pilot business was RMB 8.138 billion. Hangzhou and Ningbo will take advantage of the situation, complement each other's advantages, and achieve win-win development, so as to achieve the goals of developing large industries, creating large logistics, and expanding large markets, forming a good pattern for the "chess game" development of cross-border e-commerce, thereby providing The cross-regional collaborative development of national cross-border e-commerce provides experience and templates that can be replicated and promoted.
5. The reasons for choosing these cities as the first batch of cross-border e-commerce experimental areas: good basic conditions and great development potential. It has a good industrial belt foundation, a mature e-commerce atmosphere, obvious regional radiation, certain international logistics conditions, good foreign trade development, strong subjective initiative in urban development of cross-border e-commerce, and balanced distribution.
6. Summary: Compared with traditional trade, China’s cross-border e-commerce is developing day by day with the advantages of low cost, fast speed and ease of use. But it also faces technical and institutional problems. To this end, China has established experimental zones in cities with good basic conditions, great development potential, and obvious radiation effects. It has the characteristics of pioneering and trial, and is intended to solve problems, provide and replicate experience. Accelerating the growth of new business formats such as cross-border e-commerce is an important measure to unswervingly expand opening up, increase imports and exports, and better meet the needs of people's consumption upgrade and domestic development.
