Since the founding of New China, especially since the reform and opening up, the Party Central Committee and the State Council have attached great importance to the work of traditional Chinese medicine, and the cause of traditional Chinese medicine has made remarkable achievements. However, we must also be soberly aware that the current development of traditional Chinese medicine still faces many problems and cannot meet the growing health needs of the people. The "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of the Medical and Health System" (Zhongfa [2009] No. 6) proposed that we should adhere to the policy of paying equal attention to traditional Chinese and Western medicine and give full play to the role of traditional Chinese medicine. In order to further support and promote the development of traditional Chinese medicine and implement the task of reforming the medical and health system, the following opinions are hereby put forward:

1. Fully understand the importance and urgency of supporting and promoting the development of traditional Chinese medicine

For a long time, traditional Chinese medicine and Western medicine have complemented each other and developed in a coordinated manner, and have jointly shouldered the task of maintaining and improving people's health. This is an important feature and significant advantage of my country's medical and health undertakings. Traditional Chinese medicine has definite clinical efficacy, unique preventive and health care functions, flexible treatment methods, and relatively low cost. Especially with the changes in health concepts and changes in medical models, traditional Chinese medicine has increasingly shown its unique advantages. As a treasure of the Chinese nation, traditional Chinese medicine contains rich philosophical thoughts and humanistic spirit, and is an important manifestation of my country's cultural soft power. Supporting and promoting the development of traditional Chinese medicine is of great significance for deepening the reform of the medical and health system, improving the health of the people, promoting Chinese culture, and promoting economic development and social harmony.

With economic globalization, scientific and technological progress, and the rapid development of modern medicine, the development environment of traditional Chinese medicine in my country has undergone profound changes and is facing many new situations and new problems. The unique advantages of traditional Chinese medicine are gradually fading, and the service field is shrinking; many academic ideas and experiences of old traditional Chinese medicine experts have not been passed down, some special diagnosis and treatment technologies and methods are on the verge of being lost, and there is insufficient innovation in traditional Chinese medicine theory and technical methods; the development of traditional Chinese medicine is uncoordinated , wild traditional Chinese medicine resources have been severely damaged; the basic conditions for the development of traditional Chinese medicine are poor and there is a lack of talents. All regions and relevant departments must fully understand the importance and urgency of supporting and promoting the development of traditional Chinese medicine, take effective measures to comprehensively strengthen traditional Chinese medicine work, and create a new situation for the sustainable and healthy development of traditional Chinese medicine.

2. Guiding ideology and basic principles for the development of traditional Chinese medicine

(1) Guiding ideology. Adhere to the guidance of Deng Xiaoping Theory and the important thought of "Three Represents", fully implement the Scientific Outlook on Development, and regard meeting the people's needs for traditional Chinese medicine services as the starting point of traditional Chinese medicine work.
