The following positions are cadres at the official level:

1. The administrative offices of ministries and commissions directly under the People's Political Consultative Conference of the NPC Standing Committee, the State Council and China, and the offices of subordinate departments and institutions are the deputy ministerial-level organs in the People's Political Consultative Conference of the NPC Standing Committee, the State Council and China;

2. People's congresses and governments of all provinces, autonomous regions and municipalities directly under the Central Government, CPPCC directly under the authority and institutions;

3. Deputy leaders of deputy provincial city people's congresses, governments and CPPCC;

4. People's congresses, governments and CPPCC； in various cities (districts);

5. Full-time inspectors in prefecture-level cities.

Senior cadres at or above the main hall level.

The above work levels do not include the army. It does not include state-owned and local enterprises, universities and key middle schools directly under the central government, provincial and municipal levels, scientific research institutes and hospitals directly under the central government, because their cadres at all levels refer to the treatment of government cadres at all levels, but they have no administrative level and do not belong to the establishment of civil servants. Note: In principle, the administrative level has nothing to do with the position within the Party, but if a local official concurrently serves as the Standing Committee of the Party Committee at the next higher level, the level shall be calculated according to the next higher level.
