Chapter 1 General Provisions Article 1 In order to strengthen the quality and safety supervision and management of the production, primary processing and operation of edible agricultural products and safeguard public health and life safety, in accordance with the Agricultural Products Quality and Safety Law of the People's Republic of China and the People's Republic of China ", "Food Safety Law of the People's Republic of China", "Special Provisions of the State Council on Strengthening Safety Supervision and Management of Food and Other Products" and "Guizhou Province Agricultural Products Quality and Safety Regulations" and other relevant laws and regulations, combined with the actual situation of this city , formulate these measures. Article 2 The production and operation activities of various market entities such as edible agricultural product production units, wholesale markets, farmers’ markets, supermarkets, and distribution centers within the administrative region of this city for selling edible agricultural products shall comply with these Measures.

The term “edible agricultural products” as mentioned in these Measures refers to primary products derived from agriculture for consumption, that is, plants, animals, microorganisms and their products obtained in agricultural activities. Article 3 The quality and safety supervision and management of agricultural products entering the market refers to the approval for sale of certified pollution-free agricultural products, green food, organic agricultural products and agricultural products that meet the requirements of national quality and safety standards in accordance with the provisions of laws, regulations and rules. A management system that prohibits the sale of agricultural products that have been certified or tested as not meeting national quality and safety standards. Article 4 The municipal, district (city, county) people's governments shall incorporate the quality and safety management of edible agricultural products into the national economic and social development plans, and establish and improve the working mechanism for the quality and safety of agricultural products.

People's governments at all levels shall uniformly lead and coordinate the quality and safety supervision and management of edible agricultural products within their respective administrative regions, establish and improve the quality and safety supervision and management system for edible agricultural products, and be responsible for formulating the quality and safety supervision of edible agricultural products within their respective administrative regions. Manage implementation plans and organize relevant departments to implement them. Article 5: The competent departments of agriculture and rural areas are responsible for the supervision and management of the quality and safety of edible agricultural products within their respective administrative regions.

Relevant authorities such as market supervision, commerce, and health shall, in accordance with the unified arrangements of the government, combine their respective responsibilities to do a good job in the supervision and management of the quality and safety of edible agricultural products. Chapter 2 Supervision and Management of the Production and Primary Processing of Edible Agricultural Products Article 6 Do a good job in planning and building production bases for edible agricultural products. Encourage scattered farmers to cooperate in production and operation with edible agricultural product production bases. Article 7 The production bases and other production sites of edible agricultural products shall comply with the environmental quality standards stipulated by the state and local governments. If the content of toxic and harmful substances such as heavy metals, veterinary drug residues, and pesticide residues does not meet the standards, the production of edible agricultural products shall not be carried out. Article 8 It is prohibited to discharge heavy metals, nitrates, oils, acids, alkali liquids, toxic waste liquids, radioactive wastewater and untreated sewage containing pathogens into the production bases and other production sites of edible agricultural products, or to dump or landfill them. Hazardous waste and household garbage. Article 9 Agricultural product production enterprises, farmers' professional cooperative economic organizations, and other large-scale planting and breeding producers shall establish agricultural product production files to completely record the use of agricultural inputs, pest control, animal disease prevention and control, etc. The storage period of the production files shall not be less than Two years; establish agricultural product sales files to completely record the types, quantities and sales locations of agricultural products. Article 10 Agricultural product production enterprises, farmers' professional cooperative economic organizations, and other large-scale planting and breeding producers shall establish an agricultural product quality inspection system to conduct self-inspection of the edible agricultural products produced or entrust institutions with corresponding qualifications to inspect, inspect, and quarantine.

The production base of edible agricultural products shall provide operators with agricultural products that have passed inspection, and attach quality certificates. Encourage agricultural product production enterprises, farmers' professional cooperative economic organizations, and other large-scale planting and breeding producers to formulate and implement strict corporate internal control standards, actively carry out internal inspections, identify agricultural product origins, and agricultural product quality certification, so as to produce safe and high-quality agricultural products. Article 11 Producers of edible agricultural products shall use agricultural inputs in accordance with relevant regulations. Encourage the use of production materials such as organic fertilizers, microbial fertilizers, biopesticides and degradable agricultural films.

Article 12 During the production of edible agricultural products, the following behaviors are prohibited:

(1) The use of methamidophos and other highly toxic and high-residue pesticides and their mixtures that are expressly prohibited by the state;

(2) Use of harmful compounds banned by countries such as clenbuterol (commonly known as "clenbuterol") as veterinary drugs and feed additives;

(3) Use of banned antibiotics such as chloramphenicol Drugs and harmful hormones, using human drugs as veterinary (fishery) drugs;

(4) Other behaviors that violate laws and regulations. Article 13 Producers of edible agricultural products shall organize production in strict accordance with production technical regulations, harvest, slaughter, fish and collect at appropriate times to improve the quality of edible agricultural products. The harvest of edible agricultural products such as vegetables and fruits should comply with national regulations on pesticide safety intervals. The slaughtering or fishing of edible agricultural products such as livestock, poultry, aquatic products, etc. shall comply with national regulations on the withdrawal period of veterinary (fishery) drugs. Article 14 Producers of edible agricultural products are encouraged to apply for quality and safety certification of pollution-free agricultural products, green food, organic food and other agricultural products in accordance with relevant regulations. Encourage producers and sellers of edible agricultural products to connect production and sales. Article 15 Edible agricultural product processing enterprises shall establish an edible agricultural product safety tracking system. Edible agricultural product processing enterprises purchasing edible agricultural products and their raw materials must obtain inspection and quarantine certificates in accordance with regulations and keep inspection records of raw materials and semi-finished products.
