The term "irrigated area water conservancy projects" as mentioned in these Regulations refers to irrigation, drainage and other engineering facilities constructed to prevent drought, waterlogging, waterlogging, pollution and saline-alkali disasters in the irrigated area, improve the ecological environment of the irrigated area, and improve agricultural production conditions. and other related facilities. Article 3 People's governments at all levels shall strengthen leadership over the operation, management and protection of water conservancy projects within their respective administrative regions.
The water administrative department of the Municipal People's Government is responsible for the supervision of the operation, management and protection of water conservancy projects in irrigation areas, and ensures the normal use of water conservancy project facilities in accordance with the law.
The water administrative departments of the people's governments of various banners, counties and districts are responsible for the operation, management, protection and supervision of water conservancy projects within their respective administrative regions in accordance with their prescribed powers.
The development and reform, finance, land and resources, housing and construction, environmental protection, transportation, public security, agriculture and animal husbandry, forestry, work safety supervision, civil affairs, economic and information and other departments of the people's governments at all levels shall, in accordance with their respective Responsibilities: Do a good job in the management and protection of water conservancy projects. Water management organizations at all levels should speed up the implementation of water-saving renovation projects in irrigation areas, improve water use efficiency, and build ecological and water-saving irrigation areas. Article 5 The people's governments at or above the banner and county level shall commend and reward units and individuals who have made outstanding achievements in the construction, management and protection of water conservancy projects in irrigation areas. Chapter 2 Project Management Article 6 Water conservancy projects in irrigation areas implement a combination of unified management and hierarchical management, professional unit management and water user self-management.

The water administrative departments of people's governments at all levels should strengthen the work supervision and technical guidance of grassroots water management organizations, and urge project management and protection entities to fulfill their management and protection responsibilities.
Article 10 Irrigation area water conservancy project management units and farmers' water cooperation organizations shall operate the water diversion (extraction) structures such as sluices and water lifting stations under their management in accordance with operating procedures and specifications; be responsible for water diversion, water distribution, flood control, and Irrigation management and water fee collection; provide relevant basic statistical data to the water administrative department. Article 11 A system combining total volume control and quota management shall be implemented for irrigation water in irrigation areas. Article 12 When constructing buildings and facilities within the management scope and protection scope of water conservancy projects in irrigation areas, the construction unit's project construction plan shall obtain the consent of the water conservancy project management unit and be implemented after approval by the water administrative department with jurisdiction. Article 13: Any unit or individual using water conservancy projects such as reservoirs and canals to carry out tourism, aquaculture and other business activities must obtain approval from the competent authority and must not endanger the safety of water conservancy projects or pollute water bodies. Article 14: No unit or individual may interfere with or hinder the normal work of water conservancy project management units. Non-water conservancy project management unit personnel are prohibited from operating water conservancy project equipment without authorization. Article 15 The water conservancy project management unit or water conservancy project operation manager in the irrigation area is responsible for the safety management of water conservancy projects and shall set up various obvious warning signs at necessary locations and ensure that they are intact.
