Article 3 People's governments at all levels shall strengthen leadership over the operation, management and protection of water conservancy projects within their respective administrative regions.

The water administrative department of the Municipal People's Government is responsible for the supervision of the operation, management and protection of water conservancy projects in irrigation areas, and ensures the normal use of water conservancy project facilities in accordance with the law.

The water administrative departments of the people's governments of various banners, counties and districts are responsible for the operation, management, protection and supervision of water conservancy projects within their respective administrative regions in accordance with their prescribed powers.

Article 10 Irrigation area water conservancy project management units and farmers' water cooperation organizations shall operate the water diversion (extraction) structures such as sluices and water lifting stations under their management in accordance with operating procedures and specifications; be responsible for water diversion, water distribution, flood control, and Irrigation management and water fee collection; provide relevant basic statistical data to the water administrative department.
