Second, in view of the fact that the total number of zero-tariff products in regional trade in goods will reach 90% after the implementation of the agreement, measures will be taken to implement the agreement from the aspects of tariff concession, simplification of customs procedures, technical preparation of rules of origin, unification of product standards, mutual recognition, etc., and strive to release express delivery and perishable goods within 6 hours.

The overall opening commitment of service trade in this agreement is obviously higher than the existing free trade agreements among member countries. We should implement the opening-up measures item by item according to China's new commitment to R&D, management consulting, manufacturing-related services, aged care services, professional design, architecture and many other service departments.

Implement the commitment of negative investment list, and no new restrictions on foreign investment shall be added outside the list. Fulfill the promise of comprehensive protection of intellectual property rights made in the FTA for the first time, and include all copyrights, trademarks, geographical indications, patents and genetic resources in the scope of protection. Implement regulations on electronic authentication and signature, online personal information protection, network security, and cross-border transmission of electronic information.

Third, we must promptly sort out and improve the rules and regulations related to the implementation of the agreement, ensure that the binding obligations stipulated in the agreement are in place, and ensure that domestic administrative measures and procedures are in compliance.

Fourth, strengthen the publicity and introduction training for local governments, business associations and enterprises, so that all parties, especially the vast number of enterprises, are familiar with and master the rules of the Agreement, fully understand the opportunities and challenges brought about by opening competition on a wider scale and with higher standards, and strive to expand the space for cooperation and development in market competition.
