Enterprises registered in China (excluding Hong Kong, Macao and Taiwan) have independent intellectual property rights on the core technology of their main products (services) in the past three years through independent research and development, transfer, donation, merger and acquisition, or through exclusive licensing for more than five years;

2. Products (services) fall within the scope stipulated in the High-tech Fields Supported by the State;

3. In order to acquire new knowledge of science and technology (excluding humanities and social sciences), creatively apply new knowledge of science and technology, or substantially improve technology and products (services), enterprises have continuously carried out research and development activities, and the proportion of total research and development expenses in the last three fiscal years to total sales revenue meets the following requirements:

The proportion of enterprises with sales revenue less than 5 million yuan in the last year is not less than 5%;

The proportion of enterprises with sales income of 5 million yuan to 2 million yuan in the latest year shall not be less than 4%;

the proportion of enterprises with sales revenue of more than 2 million yuan in the last year is not less than 3%.

among them, the total R&D expenses incurred by enterprises in China account for no less than 6% of the total R&D expenses. If the enterprise has been registered for less than three years, it shall be calculated according to the actual operating years;

4. The income from high-tech products (services) accounts for more than 6% of the total income of the enterprise in that year;

The indicators such as the organization and management level of enterprise research and development, the transformation ability of scientific and technological achievements, the number of independent intellectual property rights, the growth of sales and total assets meet the requirements of the Guidelines for the Administration of Accreditation of High-tech Enterprises (formulated separately). :

The procedures for the accreditation of high-tech enterprises are as follows: (1) Enterprise self-evaluation and application

Enterprises log on to the "Management Network for Accreditation of High-tech Enterprises" and conduct self-evaluation according to the conditions stipulated in Article 1 of these Measures. If it is considered that it meets the accreditation conditions, the enterprise may apply to the accreditation body for accreditation. (II) Submit the following application materials

1. Application for the recognition of high-tech enterprises;

2. Copy of business license and tax registration certificate (copy);

3. Intellectual property certificate (exclusive license contract), production approval, new product or new technology certification (novelty retrieval) materials, product quality inspection report, science and technology plan approval certificate at or above the provincial level, and other relevant certification materials;

4. description of the number of employees, educational background structure and the proportion of R&D personnel in the employees of the enterprise;

5. a statement of the research and development expenses of the enterprise in the last three fiscal years verified by a qualified intermediary agency (if the actual service life is less than three years, it shall be based on the actual operating life), and the explanatory materials of research and development activities shall be attached;

6. the financial statements (including balance sheet, income statement and cash flow statement, if the actual service life is less than three years, the actual operating life) and technical income of the enterprise in the last three fiscal years verified by a qualified intermediary agency. (III) Compliance review

The accreditation institution shall establish [1] an accreditation expert database; According to the application materials of the enterprise, experts from the expert database are selected to review the declared enterprise and put forward the identification opinions. (IV) Accreditation, publicity and filing < P > Accreditation agencies accredit enterprises. The recognized high-tech enterprises will be publicized on the "High-tech Enterprise Recognition Management Network" for 15 working days. If there is no objection, they will be submitted to the office of the leading group for the record, and the recognition results will be announced on the "High-tech Enterprise Recognition Management Network", and a uniformly printed "High-tech Enterprise Certificate" will be issued to the enterprises.
