3. For provincial comprehensive foreign trade companies, the products they operate shall be approved in accordance with the second principle;

4. Comprehensive foreign trade companies in special economic zones approved by the Ministry of Economy and Trade shall, based on the originally approved business scope and with reference to the second principle, review and approve the catalog of their business commodities;

5. A manufacturing enterprise or manufacturing enterprise group shall be approved based on the products produced by its enterprise (group).

(3) The third category of export commodities
