To apply for trademark agency business, the applicant shall submit the application documents to the industrial and commercial administration bureau of the local province, autonomous region, or municipality directly under the Central Government. The provincial administration for industry and commerce shall sign its opinions within 15 days from the date of receipt of the application and forward it to the state administration for industry and commerce for designation or approval. The State Administration for Industry and Commerce will issue a "Trademark Agency Organization Certificate" to those who meet the conditions; to those who do not meet the conditions, the application will be returned and the reasons will be explained.
