The "Road Traffic Safety Law of the People's Republic of China" stipulates:

For vehicles that meet the national safety technical standards for motor vehicles, the traffic management department of the public security organ shall issue an inspection certificate.

Article 16 No unit or individual shall engage in the following acts:

(1) Assembling a motor vehicle or changing the registered structure, structure or characteristics of a motor vehicle without authorization;

(2) Change the motor vehicle model, engine number, frame number or vehicle identification number.
