Previous graduates need the following materials to apply for transfer letters at the Talent Center: 1. Original and copy of ID card, 2. Original and copy of graduation certificate, 3. Employment agreement signed with the employer or Acceptance letter issued by the receiving unit (the receiving unit should be a talent exchange agency with personnel rights or file management qualifications). 4. Those who are admitted to the postgraduate program must present the admission letter from the postgraduate student and the transfer letter from the school where the postgraduate student was admitted. Transfer letter is a terminology for personnel work, which originated from the personnel management system under a highly planned system. Under a highly planned system, there are strict procedures for the flow of human resources. The transfer letter is one of these strict procedures. It is a letter sent by the transferring unit to the current unit of the proposed transferee to access the personal personnel file of the proposed transferee. At present, this system and terminology are still used among current state agencies and public institutions.
