Legal analysis: Shangcheng District, which belongs to Hangzhou, Zhejiang Province, is located in the south of central Hangzhou, with Qiantang River in the east, West Lake in the west and Yuhuang Mountain in the south, and has a subtropical monsoon humid climate.
