1. Certification requirements Organic food refers to all agricultural and sideline products, including grain, vegetables, fruits, dairy products, livestock products, aquatic products and seasonings, which are produced and processed from the organic agricultural production system according to international organic agricultural production requirements and corresponding standards and certified by independent organic food certification institutions.
Basic requirements for organic food production:
The production base has not used prohibited substances such as pesticides and fertilizers in the last three years;
The seeds or seedlings come from nature and have not been modified by genetic engineering technology;
production units need to establish long-term land fertility, plant protection, crop rotation and livestock and poultry breeding plans;
the production base has no soil erosion and other environmental problems;
The crops are not polluted by chemicals during harvesting, cleaning, drying, storage and transportation;
It takes more than two years to change from conventional planting to organic planting, except for newly reclaimed land.
the whole production process must have a complete record file.
Basic requirements for organic food processing:
Raw materials must be self-certified organic products or wild pollution-free natural products;
The proportion of raw materials that have obtained organic certification in the final product shall not be less than 95%;
only natural auxiliary materials such as seasonings, pigments and spices are used, and synthetic additives are not used;
Organic food should avoid chemical pollution during production, processing, storage and transportation;
the processing process must have a complete file record, including the corresponding bills.

IFOAM in France, etc. 2. Application 1) The applicant submits a formal application to the sub-center, receives the Application Form for Organic Food Certification and pays the application fee.
2) The applicant fills in the Application Form for Organic Food Certification, and receives the Organic Food Certification Questionnaire and the List of Written Materials for Organic Food Certification.
3) The sub-center requires the applicant to establish the quality management system, technical measures of quality assurance system and quality information tracking and processing system of the enterprise according to the requirements of
4) of this standard. 3. Pre-examination and make a preliminary inspection plan 1) Sub-centers pre-examine applicants. If the preliminary examination is qualified, the sub-center will copy the relevant materials to the certification center.
2) the certification center estimates the inspection time according to the project provided by the sub-center (generally, it needs two inspections: one in the production process and one in the processing).
3) the certification center makes a preliminary inspection plan and estimates the certification fee according to the inspection time and management rules of certification fee.
4) the certification center sends the acceptance notice and the organic food certification inspection contract to the enterprise, and informs the sub-centers at the same time. 4. Sign the organic food certification inspection contract 1) After the applicant confirms the Acceptance Notice, sign the Inspection Contract with the certification center.
2) according to the requirements of the inspection contract, the applicant pays 5% of the relevant fees to ensure the normal development of the preliminary work of certification.
3) The applicant appoints internal inspectors (one for production and one for processing) to cooperate with the certification work and further prepare relevant materials.
4) All materials shall be copied to the sub-center in one written document and one electronic document. 5. Review 1) The sub-center conducts a comprehensive review of the applicant and his materials.
2) the sub-center will copy the audit opinions and all the materials of the applicant to the certification center.
3) the certification center reviews and makes a decision on "when" to conduct the inspection.
4) when the examination is unqualified, the certification center will notify the applicant and will not accept his application in that year. 6. On-site inspection and evaluation 1) After all the materials have passed the examination, the certification center will send qualified inspectors;
2) The inspector shall obtain the relevant information of the applicant from the certification center or sub-center, and conduct on-the-spot inspection and evaluation on the applicant's quality management system, production process control system, tracking system, origin, production, processing, storage, transportation and trade according to the requirements of this Code.
3) when necessary, the inspector needs to sample the soil and products, and the applicant will send the samples to the designated quality inspection agency for testing. 7. Prepare inspection report 1) After the inspector completes the inspection, prepare the inspection report according to the requirements of the certification center.
2) the inspector will send the inspection report to the certification center within two weeks after the inspection is completed. 8. Comprehensive review and evaluation opinions 1) The certification center conducts comprehensive review and evaluation according to the application form, questionnaire and other related materials provided by the applicant, as well as the inspector's inspection report and sample inspection report, and prepares the certification evaluation form.
2) Put forward evaluation opinions and report them to the Technical Committee for consideration. 9. Certification decider/technical committee decides that the certification decider shall conduct a comprehensive review of the applicant's basic information questionnaire, the inspector's inspection report and the evaluation opinions of the certification center, and make a decision to approve the certification, conditionally certify, organically transform the certification or refuse the certification. The certificate is valid for one year.
when the application project is complex (such as aquaculture, fishery, processing and other projects), or within a certain period of time (such as 6 months), convene a working meeting of the technical Committee to make a certification decision on the corresponding project. If there is a direct or indirect economic interest relationship between the certification decision maker/member of the technical committee and the applicant, they should withdraw.
1) agree to issue certificates. The application content fully meets the standards of organic food, and an organic food certificate is issued.
2) Conditional certification. The contents of the application basically meet the standards of organic food, but some aspects need to be improved. After the applicant promises in writing to improve as required, an organic food certificate can also be issued.
3) organic conversion certification. The applicant's base has entered the conversion period for more than one year, and continues to implement the organic conversion plan and issue the certificate of organic conversion base. The products harvested from the organic conversion base can be sold as organic conversion products, that is, "organic food in the conversion period", if they are processed in an organic way.
4) refuse to issue certificates. The application content can not meet the requirements of organic food standards, and the technical Committee refuses to issue the certificate, and explains the reasons. 1. Use of Organic Food Marks According to the requirements of the certificate and the Management Rules for the Use of Organic Food Marks, sign the License Contract for the Use of Organic Food Marks, and go through the formalities for the use of organic food trademarks. The green food mark is the first certification mark registered by China Green Food Development Center with the approval of the Trademark Office of the State Administration for Industry and Commerce on November 7, 1996. Its approved use of a wide range of goods, in the first class of fertilizer, registered a graphic trademark; Four trademarks of words, graphics, English and combination * * * have been registered on the two kinds of food colorants; Four trademarks have been registered on three kinds of spices and five kinds of baby food, and all kinds have been registered in 29 kinds of meat, cooked fruits, vegetables, jelly and jam, 3 kinds of sugar, coffee, bread, cakes, honey and sugar flavoring, 31 kinds of fruits, vegetables, seeds and feed, 32 kinds of beer and drinks and 33 kinds of alcoholic drinks. According to incomplete statistics, up to now, 33 certification trademarks of "green food" have been approved and registered on more than 1, kinds of food in eight categories.

1) Most products in categories 5.29.3 and 31.32.33 classified by national trademark can apply for certification
2) Newly developed products registered with the word "food" or "health" can apply for certification
3) Products that are both medicines and foods announced by the Ministry of Health can apply for certification
4). Any products produced (raised) and processed by genetically modified raw materials will not be accepted.

Procedures for applying for certification of green food marks
1. Enterprises applying for certification shall obtain and download the Green Food Application Form from the Green Food Office of the city, county (city, district) (hereinafter referred to as the Green Office) or the Provincial Green Food Office.
2. The Green Office of the city and county (city, district) guides the enterprises to do a good job in the preparatory work for applying for certification, conducts on-site inspection and guidance on the enterprises applying for certification, clarifies the application procedures and material preparation requirements, and writes an inspection report and submits it to the Green Office of the province. The provincial green office will send personnel to participate as appropriate.
3. The enterprise shall prepare the application materials as required, conduct self-examination and rough filling according to the Green Food Site Inspection Project and Evaluation Report, and rectify and improve the application materials for certification; City, county (city, district) green office to review the materials, and sign the opinions and report to the provincial green office.
iv. after receiving the inspection report, audit form and enterprise application materials from cities and counties (cities, districts), the provincial green office will review and finalize the report. The enterprise completed five sets of application materials for certification (one set of photocopies kept by the enterprise, one set of photocopies for each of the municipal and county green offices, one set of photocopies for the provincial green office, and one set of originals for the China Green Food Development Center) and floppy disks for written materials, and submitted to the provincial green office.
5. After receiving the application materials, the Provincial Green Office will register and number them, complete the examination within 5 working days, issue the Notice of Opinions on Document Examination (Annex 6) and copy it to the Certification Office of the Center, explain the materials that need to be supplemented, and define the on-site inspection and environmental quality status investigation plan. The enterprise shall submit supplementary materials within 1 working days.
VI. After the on-site inspection plan is confirmed by the enterprise, the Provincial Green Office will send two or more inspectors to complete the on-site inspection and the investigation of environmental quality status within five working days, and submit the On-site Inspection Project and Evaluation Report of Green Food and the Investigation Report of Environmental Quality Status of Green Food to the Provincial Green Office within five working days after completion.
VII. Inspectors shall arrange product sampling and environmental monitoring at the same time during the on-site inspection. The product testing report, environmental quality monitoring and evaluation report shall be directly sent to China Green Food Development Center by the product testing and environmental monitoring unit and copied to the Provincial Green Office. Enterprises that can provide effective product testing reports issued by designated monitoring institutions within one year are exempted from product certification testing; Applicants who can provide effective environmental quality certificates may be exempted from environmental monitoring in whole or in part.
8. the provincial green office will submit the certification application materials (including the application form for the use of green food marks, the questionnaire on enterprises and production and related materials), the on-site inspection items and evaluation report of green food, the investigation report on the present situation of environmental quality of green food and the certification form of green food of the provincial green office to the central certification office; Enterprises applying for certification will submit the questionnaire on the basic situation of applying for green food certification to the central certification office.
IX. The Center shall make the audit conclusions of the materials applied for certification: "qualified", "incomplete materials or need supplementary explanation", "in doubt, on-site inspection is needed" and "unqualified", notify the applicant in writing and copy them to the Provincial Green Office. According to the requirements of the center, the Provincial Green Office guides enterprises to supplement the application materials for certification.
X. For the applicant enterprise whose final certification conclusion is "qualified", the Center shall notify the applicant enterprise in writing to sign the License Contract for the Use of Green Food Marks and Trademarks with the Center within 6 working days, and copy it to the Provincial Green Office.
Xi. Enterprises applying for certification receive green food certificates.
