the district and county gas administrative departments outside the six districts of Xincheng, Beilin, Lianhu, Yanta, Weiyang and Baqiao are responsible for the gas management within their respective jurisdictions. ?

planning, construction, public security, fire protection, industry and commerce, quality and technical supervision, safety production supervision and other departments are responsible for gas management according to laws and regulations and their respective responsibilities. ?

chapter ii gas planning and construction?

article 5 the municipal, district and county people's governments shall incorporate the development of gas into the national economic and social development plan. ?

the gas administrative department shall, jointly with the planning department, prepare the gas pipeline network and site planning of this municipality, solicit opinions from the departments of construction, fire protection, safety production supervision and environmental protection, and implement them after being submitted for approval according to legal procedures. ?

Article 6 The development of new urban areas and the reconstruction of old urban areas shall be based on the planning of gas pipeline networks and stations, and the corresponding gas facilities shall be built. article 12 a gas trading enterprise shall meet the following conditions:

(7) having emergency rescue personnel and equipment suitable for the business scale; ?

(8) Other conditions stipulated by laws and regulations. ?

article 13 an enterprise engaged in gas business must apply to the gas administrative department and obtain a gas safety business license. ?

the gas administrative department shall, within 2 days from the date of receiving the application, make a decision on approval for those who meet the statutory conditions; If it is not approved, it shall explain the reasons to the applicant in writing. ?

gas franchise rights can be obtained through public bidding and auction, and the specific measures shall be formulated by the municipal people's government. Fourteenth gas safety business license to implement the annual examination system. ?

Article 15 A bottled liquefied gas supply station shall meet the following conditions:

(2) The bottle warehouse is a relatively independent non-residential building, with a distance of not less than ten meters from the residential buildings and not less than twenty meters from the important public buildings; ?

(3) The area of the bottle warehouse is not less than 15 square meters, and other articles shall not be stored, and ventilation shall be maintained; ?

(4) having sufficient fire-fighting equipment. ?

if the bottled liquefied gas supply site does not meet the requirements specified in the preceding paragraph, the gas administrative department shall order it to make rectification within a time limit; Those who fail to pass the rectification shall be banned. ?

article 16 anyone who fills bottled gas shall not commit any of the following acts:

(1) failing to fill gas according to the specified quality, measurement and pressure standards; ?

(2) filling gas into steel cylinders that have not been inspected or failed the inspection; ?

(3) filling gas into steel cylinders exceeding the residual liquid standard; ?

(4) directly filling gas into cylinders with tank trucks or mutually injecting gas with cylinders. ?

article 17 pipeline gas enterprises shall supply gas to users in accordance with the prescribed standards of quality, measurement and pressure. ?

if the pipeline gas facilities need to be depressurized or stopped due to construction, maintenance and other reasons, the pipeline gas business enterprise shall notify the users three days ago and resume the supply within the specified time; If the pressure is reduced or the gas is stopped due to an unexpected accident, the user shall be informed in time. ?

if a pipeline gas business enterprise closes down or goes out of business, it shall apply to the gas administrative department 6 days ago. ?

article 18 the items and standards of gas prices and service charges shall be implemented in accordance with the relevant provisions of price laws and regulations. ? The determination and adjustment of gas prices shall be subject to a hearing system. ?

chapter iv management of gas facilities and appliances?

Article 19 The gas meter and the pipelines and ancillary facilities in front of the meter shall be maintained and updated by the gas business enterprise or the unit to which the property right belongs, and the users shall cooperate; The pipeline and its ancillary facilities behind the gas meter shall be maintained and updated by the user. ?

Article 2 A gas trading enterprise shall give technical guidance to users on the safe use of gas, conduct a safety inspection of pipelines and their ancillary facilities behind gas meters free of charge every two years, and notify users in writing of potential safety hazards detected. ?

article 21 users shall use gas equipment and its ancillary facilities in accordance with the provisions on safe gas use. ?

if a gas business enterprise finds that users violate the regulations on safe gas use, it shall dissuade and stop them and put forward rectification opinions. To seriously endanger the safety of the public * * * or there are serious security risks that are not corrected as required, the gas business enterprise may take safety protection measures to suspend gas supply after reporting to the gas administrative department for approval. ?

if the construction of a construction project may affect the safety of gas facilities, the construction unit or the construction unit shall negotiate with the gas business enterprise, take corresponding safety protection measures, and carry out the construction under the supervision of professionals. ?

if it is necessary to refit, relocate or dismantle gas facilities due to the construction project, the construction unit shall work out a construction plan together with the gas trading enterprises to ensure the safe and normal use of gas facilities. ?

article 23 after the completion of a construction project, a gas trading enterprise shall timely connect the gas pipeline to ensure normal gas supply, and shall not collect fees illegally. ?

article 24 the following activities are prohibited within the scope of safety protection of gas transmission and distribution pipelines:

(1) Construction of buildings or structures; ?

(2) stacking articles or discharging corrosive liquids and gases; ?

(3) digging ditches, digging pits for soil or planting deep-rooted crops without authorization; ?

(4) unauthorized use of naked light; ?

(5) piling or other operations without authorization; ?

(6) other activities that damage or endanger the safety of gas facilities. ?

if other underground pipelines are buried on the upper and lower sides or both sides of the gas transmission and distribution pipeline, it shall conform to the relevant technical standards and specifications, and abide by the relevant provisions of pipeline engineering planning and construction management. ?

article 25 gas appliances operating in this municipality must be sampled by a legally qualified testing institution for gas source suitability testing, and the testing results shall be announced by the municipal gas administrative department. ?

the gas appliance business enterprise shall mark the gas source suitability detection mark in the obvious position of the gas appliance. ?

those who operate gas appliances in this municipality shall set up after-sales service stations for installation and maintenance. ?

chapter v gas safety management?

article 26 the gas administrative department and relevant departments shall supervise and inspect the gas engineering construction, engineering quality, operation, use, facility protection and fire safety, and if any potential safety hazard is found, they shall promptly notify the relevant units or individuals to eliminate it within a time limit. ?

article 27 the administrative department in charge of gas shall establish a reporting and complaint system, make public the telephone number, mail box or e-mail box for reporting, accept reports and complaints about gas safety, charging standards and service quality, and deal with them in time. ?

article 28 when any unit or individual discovers a gas accident or accident hidden danger, it shall immediately report to the gas business enterprise or the gas administrative department, public security fire control, quality and technical supervision and other departments. ?

after receiving the report of accident or accident hidden danger, the gas business enterprise shall immediately organize emergency rescue and repair, and report to the gas administrative department or other relevant departments at the same time. ?

article 29 a gas trading enterprise shall formulate an emergency rescue plan for gas accidents and report it to the municipal gas administrative department and the safety production supervision department for the record. article 31 gas trading enterprises must install gas leakage alarm, fire alarm and emergency cut-off devices, and connect with the public security fire alarm system according to regulations. ?

Non-residential gas units in this Municipality shall install gas leakage alarm, fire alarm and emergency cut-off devices in basements, semi-basements, equipment floors and other areas where natural gas facilities and equipment are installed, or in crowded public places, and connect with the public security fire alarm system according to regulations. ?

gas enterprises shall supply gas only after confirming that the gas leakage alarm, fire alarm and emergency cut-off devices installed in the above places are working normally. Gas enterprises and non-residential gas units shall entrust professional testing institutions to regularly test gas leakage alarm, fire alarm and emergency cut-off devices. If they fail to pass the test, they shall be repaired or updated in time. ?

article 32 gas trading enterprises shall conduct daily inspections of gas facilities and set up obvious and unified safety warning signs on important gas facilities. ?

no unit or individual may dismantle, damage, cover, move or alter the gas safety warning signs without authorization. ?

article 33 gas users shall abide by the regulations on safe gas use and shall not commit the following acts:

(1) Use gas pipeline as load-bearing bracket or grounding lead; ?

(2) decoration and renovation activities that endanger the safety of indoor gas facilities; ?

(3) Dismantling, installing and refitting gas metering devices and gas facilities without authorization; ?

(4) heating or lying down the gas cylinder when in use; ?

(5) Dumping residual liquid of gas cylinders; ?

(6) changing the inspection mark and paint color of gas cylinders without authorization; ?

(7) using cylinder gas in underground buildings, high-rise buildings, ancient buildings, cultural relics protection units and crowded places; (eight) other acts prohibited by laws and regulations. ?

chapter vi legal liability?

article 34 whoever, in violation of article 13 of these regulations, engages in gas business activities without obtaining a gas safety business license, shall be ordered by the municipal gas administrative department to stop business, confiscate the illegal income and impose a fine of more than 2, yuan and less than 1, yuan. ?

article 35 in violation of the provisions of the first paragraph of article 14 of these regulations, if the gas safety business license has not been examined annually or fails to pass the annual examination, the municipal gas administrative department shall order the gas business enterprise to make corrections within a time limit; If no correction is made within the time limit, the gas safety business license shall be revoked and a fine of not less than 1, yuan but not more than 5, yuan shall be imposed. ?

article 37 in violation of the provisions of article 17 of these regulations, if a pipeline gas business enterprise fails to announce in advance or notify the user in time when depressurizing or stopping gas, the gas administrative department shall give it a warning and impose a fine of not less than 1, yuan but not more than 5, yuan; If losses are caused to users, they shall bear civil liability according to law. ?

article 38 if a construction unit or a construction unit violates the provisions of article 24 of these regulations, the gas administrative department shall order it to make corrections and impose a fine of more than 2, yuan and less than 1, yuan; If losses are caused, they shall be liable for compensation according to law. ?

article 39, in violation of the provisions of the first paragraph of article 25 of these regulations, operates untested or unqualified gas.
