Chapter 1__General Provisions_

Article 2_The Hunan Provincial Government Procurement Electronic Store (hereinafter referred to as the e-store) is an Internet transaction and supervision platform established based on information network technology for the procurement of goods, services and projects below government procurement quotas.
Article 3_ In principle, the procurement of goods, services and projects below the government procurement quota by state agencies, institutions and organizations at all levels in Hunan Province (hereinafter referred to as purchasers) should be done through electronic stores.
Article 4_ The transactions and supervision of electronic stores follow the principles of openness and transparency, efficiency and simplicity, fairness and justice, and good faith.
Article 5_ Electronic stores are constructed and operated by operators entrusted by the Hunan Provincial Department of Finance. _
Chapter 2_Suppliers and Products_
Article 6_ Legal persons and other organizations that are not included in the list of serious untrustworthy conduct and the list of abnormal business operations agree to abide by the "Hunan Provincial "Letter of Commitment for Government Procurement Electronic Store Settlement" (see Attachment 1), you can become a settled supplier by registering on the Hunan Provincial Government Procurement Network or electronic store. Suppliers and small and micro enterprises, prison enterprises, and welfare enterprises that require specific qualifications and qualifications according to laws and regulations should provide corresponding certification materials when registering.
Article 7 Industry associations registered with the civil affairs department, inspection agencies that have obtained inspection and testing qualification certificates, commercial banks, and guarantee and credit rating agencies can also apply to settle in as service agencies. The established industry associations should promptly publish national mandatory standards and publish group standards for the region and industry. Organize members to determine the core parameters of products in the region and industry through consultation, and identify the corporate standards of association members as recommended standards. Industry associations temporarily For industries that are not settled, operators will perform their duties on their behalf. The settled inspection agency is invited to inspect the settled supplier's goods, confirm that the goods meet the standards and issue an inspection report. The settled commercial banks and guarantee institutions provide credit, guarantee, financing and other services to the settled suppliers, and bear joint and several liability for deductions within the credit and guarantee limits. Article 8: Suppliers settled in should establish a commodity library and register all commodities according to the item classification standards stipulated by the Ministry of Finance and the commodity classification standards of electronic stores, including product names, model specifications, registered trademarks, and maximum limits. price, government procurement discounts, parameter configuration or service content, inspection reports and other information. Commodities include goods and services. Accessories and services that are independent of commodities should be treated as independent commodities and priced separately. However, accessories and services included in market quotations cannot be separated. Products that have not been registered in the warehouse may not be put on the counter for sale or participate in bidding.
Settled suppliers with registered trademarks are brand owners. They can authorize other settled suppliers to act as agents for their branded products or provide relevant service certifications, and assume management responsibilities for product quality and price. The authorized agent's products should be selected from the brand's product library and registered in the warehouse, and the maximum price registered by the brand will be implemented. Suppliers who join an industry association should register the core parameters of their products in accordance with the requirements of the industry association. Imported goods whose origin is overseas must provide customs declaration certificates and can only be registered and stored in the warehouse after approval.
The goods registered by registered suppliers should comply with national mandatory standards, comply with group standards or self-declared standards issued by industry associations, comply with government procurement policies, have formal and legal source channels, and provide after-sales services in accordance with regulations. service and assume the responsibility of "three guarantees". Suppliers shall not provide counterfeit, pirated or infringing goods or goods prohibited from sale by the state, as well as goods exclusively for Hunan government procurement.
Settled suppliers can apply to the settled inspection agency to inspect goods to confirm that the goods comply with national mandatory standards or group standards issued by industry associations or self-declared standards. They can also register the inspection report issued by a legal inspection agency. to demonstrate compliance with standards. For goods that have passed the inspection by the brand owner, other suppliers do not need to apply for inspection or provide inspection reports when registering. Products that do not meet national mandatory standards may not be listed on the counter or participate in bidding.
The goods registered in the warehouse will be automatically classified and identified. Products whose registered suppliers have registered trademarks will be marked as "branded products" by the system.
If there is no registered trademark, the parameter configuration or service content is inconsistent with the brand, the maximum price is higher than the brand's maximum price or significantly deviates from the market price or cannot be verified, and the supplier joins the industry association but the core parameters are incomplete, the system will mark it as "Own goods".
