Chapter 1 General Provisions Article 1 In order to strengthen the protection of the petroleum industry heritage, inherit and promote the history and culture of the petroleum industry, these regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of Karamay City. Article 2 These regulations shall apply to the protection, utilization and related management activities of petroleum industry heritage within the administrative region of this city.
Relevant laws and regulations shall apply to petroleum industry heritage that has been recognized as cultural relics or intangible cultural heritage. Article 3 The petroleum industry heritage referred to in these Regulations refers to the petroleum industry remains that were formed during the development of Karamay’s petroleum industry and have high historical, technological, social and cultural value.
Petroleum industry heritage includes material petroleum industry heritage and intangible petroleum industry heritage. Material petroleum industry heritage includes movable petroleum industry heritage and immovable petroleum industry heritage.
Tangible petroleum industrial heritage refers to production, storage and transportation facilities such as workshops, factories, management and scientific research sites, and mining areas, as well as related production tools, machinery and equipment, products, files, etc.; intangible petroleum industrial heritage It refers to production process knowledge, management system, corporate culture, etc. Article 4 The protection of petroleum industry heritage should follow the principles of scientific planning, classified protection, rational utilization, and dynamic inheritance. Article 5 The municipal and district people's governments are responsible for the protection of petroleum industry heritage within their respective administrative regions.
The competent departments of industry and information technology shall supervise and manage the protection of petroleum industry heritage within their respective administrative regions.
The departments of cultural relics, housing and urban and rural development, and natural resources shall do a good job in protecting the petroleum industry heritage within the scope of their respective responsibilities. Article 6 The Municipal People's Government shall establish an expert committee for the protection of petroleum industry heritage to provide consultation on the survey, identification, adjustment, cancellation, protection and utilization of petroleum industry heritage. Article 7 The owner of the petroleum industrial heritage shall be the person responsible for the protection of the petroleum industrial heritage; if the owner of the petroleum industrial heritage transfers the protection responsibility to the manager in writing, the manager shall be the person responsible for the protection. Article 8 The municipal and district people's governments shall include the funds for the protection of petroleum industrial heritage in the fiscal budget at the same level.
The municipal and district people's governments can provide necessary financial assistance to those responsible for the protection of petroleum industry heritage in repairing and salvaging petroleum industry heritage. Article 9: Encourage and support citizens, legal persons and other organizations to participate in the protection of petroleum industry heritage through scientific research, science popularization, donations, investment, etc. Chapter 2 Protection Measures Article 10 The municipal and district industry and information technology departments shall, in conjunction with the natural resources and cultural relics departments, organize the preparation of special plans for the protection of petroleum industry heritage within their respective jurisdictions.
The city’s special plan for the protection of petroleum industry heritage shall be submitted to the municipal people’s government for approval; the district’s special plan for the protection of petroleum industry heritage shall be approved by the district people’s government and submitted to the municipal natural resources department for filing. Article 11 The municipal industry and information technology department shall, in conjunction with the municipal cultural relics department, organize a census of petroleum industry heritage.
Citizens, legal persons and other organizations should cooperate with the census and truthfully provide relevant information and materials.
Relevant departments shall fulfill the obligation to keep confidential any state secrets, commercial secrets or personal privacy involved in the census. Article 12 When valuable petroleum industry relics are discovered during urban renewal, enterprise relocation, etc., citizens, legal persons and other organizations shall report to the competent industry and information technology departments.
Owners of petroleum industry heritage can declare petroleum industry heritage to the competent department of industry and information technology; other units and individuals can recommend petroleum industry heritage to the competent department of industry and information technology and make relevant protection suggestions.
The competent departments of industry and information technology should share information on reporting, reporting, and recommending petroleum industry relics with the cultural relics department. Article 13 When applying for a petroleum industry heritage, the owner of the petroleum industry heritage shall provide the following materials based on the actual situation:
(1) Heritage property rights certificate or other ownership certificate;
(2) Pictures, drawings, files, and video materials;
(3) Other materials that can prove the value of the heritage.
Article 14 If one of the following conditions is met, it can be recognized as a petroleum industry heritage:
(1) It has landmark significance in the development history of Karamay petroleum industry, is scarce and unique, and is of great significance to Karamay petroleum industry. Development has an important impact;
(2) Major changes in production technology are representative, reflecting technological innovation and technological breakthroughs in a certain historical period of the Karamay petroleum industry, and having an important impact on subsequent scientific and technological development;

(3) Having rich petroleum industry cultural connotations, related to important historical processes, historical events, historical figures, or carrying the spirit of petroleum and urban memory;
(4) Construction (construction) The building layout is complete or the technology is advanced, reflecting the petroleum industry production and life style of Karamay in a specific historical period;
(5) Others with good protection and utilization value. Article 15 The following petroleum industry relics can be recognized as petroleum industry heritage:
(1) Oil wells, refinery units, factories, warehouses, office buildings, housing, and cultural activity venues related to the development of Karamay’s petroleum industry and other immovable petroleum industry relics;
(2) Production equipment, production and transportation tools, office and living appliances, corporate archives and petroleum industry product samples and other movable petroleum related to the development of Karamay petroleum industry Industrial relics;
(3) Petroleum industry relics such as the former residences, relevant objects and deeds of historical figures who had a significant impact on the development of Karamay's petroleum industry or outstanding figures who made outstanding contributions;
< p>(4) Petroleum industry information in intangible forms such as production technology, process knowledge, trademarks, trade names, management systems, and corporate culture, as well as petroleum industry relics such as related physical objects and places;( 5) Other petroleum industry remains closely related to the development of Karamay petroleum industry.
