Article 2 Those who produce agricultural products for export shall strictly implement national mandatory technical specifications, vigorously promote internationally accepted "Good Agricultural Practices", and select agricultural chemical inputs such as pesticides, veterinary drugs, fishery drugs, and feed additives in accordance with the quality and safety standards of the importing country. products, and strictly implement national regulations on drug safety intervals or drug withdrawal periods. Article 3 People's governments at all levels should actively promote the construction of export production systems and encourage and support agricultural product export enterprises to establish export production bases.

The entry-exit inspection and quarantine department shall publish at home and abroad the list of agricultural product export bases that have been registered and established in accordance with the internationally accepted "Good Agricultural Practices". Article 4 The departments of foreign trade and economic cooperation, entry-exit inspection and quarantine, agriculture (animal husbandry), ocean and fishery, and quality and technical supervision shall strengthen cooperation and establish a joint working mechanism for exporting agricultural products.

The agriculture (animal husbandry) department is responsible for the quality and safety supervision of the planting process of plant product raw materials and the breeding process of animal product raw materials.

The Marine and Fisheries Department is responsible for the quality and safety supervision of aquatic products and the breeding of aquatic animal and plant raw materials.

The entry-exit inspection and quarantine department is responsible for the quality and safety supervision of the processing of exported agricultural products, and cooperates with relevant departments to implement the supervision of the production source of exported agricultural products.

The quality and technical supervision department is responsible for supervising the quality and safety standards of exported agricultural products.

The foreign economic and trade department is responsible for comprehensive coordination, market development of export agricultural products and related information services. Article 5 The agriculture (animal husbandry), ocean and fishery departments shall, together with the quality and technical supervision department, formulate, adjust and publish technical specifications related to the production of export agricultural products in a timely manner according to the quality and safety standards of the importing country, and strengthen the supervision, guidance and supervision of producers. services, and promptly publish to the public the list of banned and restricted agricultural chemical inputs.

Entry-exit inspection and quarantine, quality and technical supervision, foreign trade and other departments should actively cooperate with the agriculture (animal husbandry), ocean and fishery departments to supervise, guide and provide services for the production of export agricultural products. Article 6 Those who produce and operate agricultural products for export shall establish and improve a quality traceability system and a quality responsibility traceability system, keep records of the purchase and use of agricultural chemical inputs, and the production and sales process of exported agricultural products, and properly keep them for more than 2 years.

If quality problems occur in exported agricultural products, quality responsibilities shall be traced according to the production and operation links. Article 7 Relevant departments shall, in accordance with the information sharing requirements, provide each other with information related to the quality and safety of exported agricultural products, such as export technical specifications, domestic and foreign market trends, the integrity status of producers and operators, and the traceability status of exported agricultural product quality and safety responsibilities; Economic and trade departments should summarize and organize relevant information and publish it to the public in accordance with the law.

If the quality standards and technical specifications of the importing country change, the quality and technical supervision, entry-exit inspection and quarantine and foreign economic and trade departments shall promptly provide relevant information to the agriculture (animal husbandry), ocean and fishery departments; agriculture (animal husbandry) ), the ocean and fishery departments should promptly provide quality and technical supervision, entry-exit inspection and quarantine, and foreign trade and economic and trade departments with information on disease prevention and control in the production process, epidemics, and the use of agricultural chemical inputs. Article 8 Those who process agricultural products for export shall establish a self-inspection and self-control system that meets quality and safety requirements, implement self-inspection and self-control on the safety of the processing links of export agricultural products, and accept the supervision of the entry-exit inspection and quarantine department.

Entry-exit inspection and quarantine departments should implement different supervision models based on the self-inspection and self-control capabilities, quality and integrity status of export agricultural product processing enterprises, and the level of risks of exported agricultural products.

If laws and regulations have other provisions on the supervision of the processing of exported agricultural products, those provisions shall prevail. Article 9 People's governments at all levels should increase investment in infrastructure for quality testing of exported agricultural products and gradually improve inspection and testing conditions.

Relevant departments should strengthen mutual testing collaboration, make full use of existing testing resources, and actively provide testing convenience to enterprises.

Article 10 People's governments at all levels should actively support and encourage the construction of brands of export agricultural products, increase the protection of the origins of specialty export agricultural products and support for export agricultural product brand enterprises, and encourage enterprises to actively carry out international certification and trademark registration. Article 11 People's governments at all levels and relevant departments shall actively encourage and support the establishment of farmers' professional cooperative economic organizations and agricultural product industry associations, and give full play to their role in providing production technology and information services, establishing quality and safety management systems and control systems, and strengthening industry Efficacy in aspects such as self-discipline. Article 12 The agriculture (animal husbandry) department shall dispatch qualified veterinary technicians to livestock and poultry breeding bases; the entry-exit inspection and quarantine department shall dispatch qualified veterinary technicians to export meat slaughterhouses. Veterinary technicians should, in accordance with their respective responsibilities, implement origin quarantine and slaughter supervision on livestock and poultry breeding and product processing, and ensure good connection. Article 13: People's governments at all levels shall establish and improve export agricultural product safety risk funds, specifically used to compensate for export agricultural product quality risk losses.

People's governments at all levels, relevant departments, and export agricultural product production and processing enterprises should establish export agricultural product quality and safety risk analysis and early warning mechanisms.
