On January 27, Yan Qingwen, President of the Provincial High Court, delivered a work report to the first session of the 13th Provincial People’s Congress. Since 2013, courts at all levels in the province have concluded 1.9002 million cases of various types, with the case settlement ratio ranking among the top in the country.

Over the past five years, courts across the province have given full play to their judicial functions and served the overall interests of the province. Criminal crimes were punished in accordance with the law, and 108,600 first-instance criminal cases were concluded. The experience was introduced twice at the National Criminal Trial Work Conference. Strictly crack down on crimes that endanger national security and public order, and sentence serious violent cases such as homicide and kidnapping. Strictly punishing job-related crimes, and concluding 3,943 corruption, bribery and dereliction of duty cases involving 5,766 people, consolidating the overwhelming momentum in the fight against corruption. Together with the Provincial Intellectual Property Office, we established an intellectual property protection linkage mechanism and concluded 3,591 patent, trademark and copyright cases, promoting innovation-driven development; we promoted social harmony in accordance with the law, promoted the reform of family trial methods, established an anti-domestic violence collaboration mechanism, and concluded marriage and family trials. 270,600 cases including inheritance and inheritance.

Credit penalties were intensified, 45,000 people were publicly exposed for dishonesty, and 4,576 people were restricted from investing in real estate, traveling abroad, and spending high amounts of money. Severe sanctions were imposed on those who avoided execution and resisted execution, fined and detained 21,300 persons subject to execution, and sentenced 112 persons to the crime of refusing to execute judgments and rulings, thus safeguarding legal dignity and judicial authority. In 2017, the province's per-capita judge settlement rate was 134 cases, 3.2 times that of 2012, and the court's case settlement ratio ranks among the highest in the country.

Courts at all levels deeply implement justice for the people and meet the judicial needs of the people. Weibo and WeChat have been fully opened, and the "12368 litigation service hotline" has been opened, forming a "trinity" litigation service system of center, website and hotline.
