Article 8 of the Regulations stipulates that cooperative counselors should follow the working principles of "guiding without coercion, supporting without arrangement and service without interference" and perform the following duties:
(1) publicizing relevant laws, regulations and policies of cooperatives;
(2) Guide the cooperative to initiate the preparation and establishment work, help guide the cooperative to define the business scope and compile the roster of cooperative members;
(3) Assist and guide the cooperatives to draft articles of association, set up organizational structures and convene the inaugural meeting;
(4) Providing consulting services for cooperatives to apply for industrial and commercial registration;
(5) to guide cooperatives to determine the contents of business services according to the needs of production development, set up necessary working institutions, select and match staff, and formulate work plans;
(6) Guide cooperatives to carry out standardized construction and help establish and improve internal management systems such as democratic management system, financial management system, income distribution system and post responsibility;
(7) Coaching the financial accounting work of cooperatives, setting up member accounts and summarizing and reporting annual accounting statements;
(8) Guide cooperatives to strengthen supervision over the quality and safety of agricultural products, implement standardized production, standardize production records, promote the coding system of agricultural products, establish traceability and self-discipline inspection and testing system for agricultural products quality and safety, and help farmers' professional cooperatives to declare the certification of pollution-free agricultural products, green food, organic food and geographical indications;
(9) Guide cooperatives to explore product markets, improve market negotiation and marketing capabilities, carry out brand management, register trademarks, organize cooperatives to participate in brand-name products and famous trademarks, recommend cooperatives to participate in publicity and promotion activities, and guide cooperatives to use the Internet to display products and release supply and demand information;
(1) Assist and guide cooperatives to declare and undertake relevant national agriculture-related projects, formulate project implementation plans, and strengthen supervision over the use of project funds according to relevant authorizations;
(11) Do a good job in monitoring and analyzing the daily operation of cooperatives and report statistical information in time;
(12) summarize the typical cases and successful experiences reported to cooperatives;
(13) Participate in business training organized by the competent department;
(14) Complete other tasks assigned by the competent department.
Cooperative counselors should provide services to cooperatives by combining organizational training with on-site guidance. Counselors should arrange training time reasonably according to the laws of agricultural production and operation activities, organize training for the chairman or members of cooperatives at least once every six months, and form training work notes. Provide on-site guidance services for cooperatives at least 3 times per quarter.
