Article 4 The printing and lettering industries shall accept the public security administration and safety supervision and inspection of the public security organs, pay the public security administration fees according to regulations, and assist the public security organs in investigating and controlling illegal crimes. It is necessary to set up public security organizations or public security personnel, establish and improve the safety responsibility system, and do a good job in security prevention, theft prevention, fire prevention and prevention of safety disasters and accidents. Article 5 The engraving industry must abide by the following provisions:

(1) The production of official seals and steel seals shall be undertaken by the production unit designated by the county-level public security organ, and no other unit or individual may undertake the production.

(2) The official seals of contracting organs, organizations, schools, military units and state-owned enterprises and institutions shall be certified by the county-level public security organs.

(3) The business license of the industrial and commercial department and the certificate approved by the public security organ at the county level shall be relied upon for undertaking the official seal of the collective enterprise and the seal of the individual industrial and commercial household.

(4) if the seal is made, the certificate approved by the public security organ at the county level shall be presented. Article 6 The printing industry must abide by the following provisions:

(1) To undertake the printing of various certificates, certificates, letters of introduction, etc., the certificates approved by the local public security organs must be registered in detail for future reference. Printing religious classics and audio-visual articles requires a certificate approved by the administrative department of religious affairs and the public security organ, and shall be printed by the designated printing house.

(2) The printing of books, newspapers, magazines, trademarks and advertisements shall be handled in accordance with the relevant regulations of the industrial and commercial publishing department.

(3) printed documents, drawings, materials, envelopes, letterheads with the name of the company, securities, bills, etc. shall be based on the certificate issued by the entrusting unit.

(4) printing units should abide by the uniform numbering of paper products. Seventh to educate workers to strictly abide by the relevant laws and decrees, and shall not be compromised, imitation; Do not print more and engrave more without authorization, or take finished or semi-finished products privately; No reactionary, obscene, absurd and superstitious books, periodicals or pictures may be printed. Article 8 Any enterprise that undertakes printing and photographing confidential documents, drawings, books and periodicals, materials, important tickets and certificates shall set up a confidential workshop, designate a special person to photograph and print, and the entrusting unit shall send personnel to supervise printing and sales, so as to prevent leakage, theft and loss. Article 9 Workers in the printing and lettering industries should actively assist the public security organs and the administrative departments for industry and commerce in performing their tasks. Found illegal criminals or suspicious circumstances, should promptly report to the public security organs. Tenth of the units and individuals that have exemplary implementation of these measures shall be commended or rewarded by the competent department or the public security and industry and commerce departments. Units that violate these measures shall, depending on the seriousness of the case, be criticized and educated by the competent department or the public security organ, given a warning, fined or suspended for rectification. If the circumstances are serious, the business license shall be revoked by the administrative department for industry and commerce. Individuals who violate these measures shall be given criticism, education, warning, fine and administrative detention respectively by the competent department or the public security organ according to the seriousness of the case. Those who violate the criminal law shall be investigated for criminal responsibility by judicial organs. Article 11 These Measures shall come into force as of the date of promulgation. On February 24th, 1981, the Provisional Regulations on the Administration of Printing, Casting and Engraving Industry in Sichuan Province was abolished at the same time.
