According to the "Intellectual Property Management System Certification Auditor Confirmation Plan" promulgated by the China Certification and Accreditation Association, the basic requirements for confirmation applicants (that is, those who apply to become auditors and are to be confirmed by the association) are as follows:
1. Personal qualities
Applicants should have the following personal qualities:
●Ethical: have the qualities of fairness, reliability, loyalty, honesty and prudence;
●Open-minded: willing to consider different opinions or viewpoints;
●Good at communication: able to communicate with others in a flexible way;
●Good at observation: proactive Understand the surrounding environment and activities;
●Perceptive: Able to understand and understand the environment instinctively;
●Adaptable: Easily adapt to different situations;
●Perseverance: Persevere in completing tasks and achieving goals;
●Clarity: Able to use logical reasoning or other analytical methods to draw conclusions in a timely manner;

Confirmed auditors of the intellectual property management system are obliged to strictly abide by the following code of conduct:
●Abide by laws and regulations, be dedicated and honest, and be objective and fair;
●Strive to improve auditing skills and credibility;
●Help the personnel they supervise and manage to improve their management level, professionalism and auditing skills;
●Do not undertake audits for which I do not have the ability ;
●Do not get involved in conflicts or competition of interests, and do not conceal any relationship that may affect fair judgment from the auditor’s hiring agency;
●Unless authorized in writing by the auditor’s hiring agency and the auditee Do not discuss or disclose any information related to the audit, or if required by law;
●Do not accept kickbacks, gifts or other benefits of any kind from the auditee, its staff or any related parties, and should not Allow colleagues to accept when informed;
●Do not intentionally spread any false or misleading information that could undermine the credibility of the audit or auditor qualification process;
●At any time Under any circumstances, do not damage the reputation of the China Certification and Accreditation Association (CCAA) and its confirmation process, and provide full cooperation with investigations into violations of this Code;

2. Knowledge requirements
(1) Audit and certification knowledge
●Understanding
GB/T19011-2003/ISO19011:2002 The contents of Chapters 3, 4, 5 and 6 of the "Quality and/or Environmental Management System Audit Guide";
●Understand the contents of Chapters 9.1-9.6 of CNAS-CC01 "Requirements for Management System Certification Bodies";
●Understand the application of audit principles, procedures and techniques;
●Be familiar with the process of intellectual property management system certification.
(2) Intellectual property management system knowledge
●
Be familiar with the contents and requirements of each clause of GB/T29490-2013 "Enterprise Intellectual Property Management Standards" and terminology;
●
Understand the application of intellectual property management systems in different types of organizations, including:
(a) Types of intellectual property rights in different types of organizations and its relationship with the organization’s business;
(b) The resource requirements for intellectual property management of different types of organizations;
(c) The acquisition, maintenance, and application of intellectual property rights of different types of organizations , protection process;
(d) Intellectual property risks and organizations of different types of organizations;
(e) Specific management processes of different types of organizations.
(3) Basic knowledge of intellectual property rights
●Master the definition, types and characteristics of intellectual property rights;
●Understand basic knowledge related to patents, including:
(a) Patents and patent rights;
(b) Invention patents, utility model patents, and design patents;
(c) Service inventions and creations, service inventors rights;
(d) Patent application rights resulting from entrustment or collaboration;
(e) Patent application rights and transfer of patent rights, patent implementation licensing contracts;
(f) Rights of the patentee;
(g) Conditions for granting patent rights;
(h) Substantive examination;
(i ) Administrative revocation and invalidation of patent rights;
(g) Patent infringement;
(k) Patent documents.
●Understand basic knowledge related to trademarks, including:
(a) Trademark, registered trademark, unregistered trademark, trademark logo;
(b) Trademark Characteristics;
(c) The role of registered trademarks;
(d) The principle of voluntary registration, first to apply;
(e) Service marks and enterprises The difference between names, service marks and trade names.
●Understand copyright, exclusive rights of integrated circuit layout design, new plant varieties, prevention of unfair competition, manufacturer name, name of origin, trade secrets, etc.;
(4) Knowledge of laws and regulations
Understand the laws and regulations, implementation rules, relevant work procedures and guidelines related to intellectual property; understand the laws and regulations related to certification and accreditation.
●Understand the composition of my country's relevant laws and regulations system;
●Be familiar with national certification and accreditation regulations and regulatory requirements, focusing on the "Regulations of the People's Republic of China on Certification and Accreditation", " Measures for the Management of Certification, Certification Training and Consulting Personnel" (Order No. 61 of the General Administration of Quality Supervision, Inspection and Quarantine), "Notice on Issuing Opinions on the Implementation of Certification of Intellectual Property Management System" (National Accreditation Federation (2013) No. 56
);
●Be familiar with the requirements of intellectual property laws and regulations;
●Understand the requirements of international treaties and conventions related to intellectual property;
●Understand other knowledge that the organization complies with Property rights requirements;
●Master the CCAA auditor code of conduct.
3. Educational experience
Applicants should have a bachelor’s degree or above recognized by the national education administration department
Education and degree.
4. Work experience
The auditor confirms that the applicant should have at least 5 years of full-time work experience.
The senior reviewer confirms that the applicant should have at least 8 years of full-time work experience.
For those with a master’s degree or above, the work experience requirement can be reduced by 1 year.
Work experience should be obtained after obtaining a bachelor's degree or above.
5. Professional work experience
The auditor confirms that the applicant should have at least 3
years of intellectual property and other related professional work experience.
The senior auditor confirms that the applicant should have at least 5 years of intellectual property and other related professional work experience, and should have intermediate and above professional technical titles (positions) or middle-level and above management Position work experience.
Intellectual property and other related professional work experience includes: intellectual property management work in enterprises and institutions, intellectual property intermediary service work (intellectual property agency, intellectual property legal services, intellectual property information services, intellectual property commercialization services , intellectual property education and training, intellectual property consulting services, etc.), intellectual property public service work (intellectual property administrative management, patent review, intellectual property research, intellectual property judicial protection, etc.), technology management, quality management, etc.
6. Training examination
Applicants should successfully complete the intellectual property management system auditor training course recognized by the China Certification and Accreditation Association (CCAA). The content of the training course should cover the "knowledge requirements" of this program.
You should take the exam organized by CCAA
and obtain a certificate of qualification.
7. Audit experience
The auditor confirms that the applicant should participate in 4 intellectual property management system audits as a trainee; the audits should be completed within the last 3 consecutive years.
Applicants for senior auditor confirmation should serve as the audit team leader and complete 3 intellectual property management system audits after obtaining auditor confirmation qualifications; the audits should be completed within the last 2 years.
8. Re-confirmation
Auditors and senior auditors shall apply to CCAA for re-confirmation three months before the expiration of their qualifications.
The audit experience shall be based on the requirements for initial confirmation.
9. Employment
Confirm that the applicant should establish a certification personnel employment relationship with the applicant organization (and only this organization).
