Foreigners can set up companies in China.
The process for foreigners to open a company in China is as follows:
1. Go to the Industry and Commerce Bureau to go through the pre-approval procedures for the name of the foreign-invested enterprise to be established, and obtain the "Notice of Pre-approval of the Name of the Foreign-Invested Enterprise" 》.
2. Go to the Provincial Government Investment Promotion Bureau or its authorized agency to handle the approval procedures for foreign-invested enterprises, and obtain the "Foreign-Invested Enterprise Approval Certificate" and approval documents.
3. Go to the relevant industry authorities to go through the pre-approval procedures and obtain the "****License" (if the business scope does not involve pre-approval, no pre-approval is required).
4. Go to the foreign-invested enterprise registration authority (authorized industrial and commercial bureau) to complete the enterprise registration procedures and obtain the "Enterprise Legal Person Business License".
