(eight) the names of other natural geographical entities with geographical names. Article 3 These Provisions shall apply to the administration of place names within the administrative area of this Municipality. Article 4 The municipal civil affairs department (or place name management committee) is responsible for the place name management within the administrative area of this Municipality, and the district (city) county civil affairs department (or place name management committee) is responsible for the place name management within its administrative area according to the division of authority.
The agency of the municipal government with the function of managing public affairs is responsible for the management of place names in this area according to the authorization.
City and district (city) county names authorities in accordance with the division of responsibilities, responsible for the management of place names. Fifth place name management, place name sign setting and maintenance funds included in the fiscal budget of the government at the same level, earmarking. Sixth city names management department shall, jointly with the urban and rural planning department, prepare and adjust the overall planning of city names and the detailed planning of four districts in the city, and implement it after being approved by the Municipal People's government. The detailed planning of place names outside the four districts in the city shall be compiled and adjusted by the district (city) and county place names department in conjunction with the relevant departments according to the requirements of the overall planning of place names, and reported to the people's government at the same level for approval, and reported to the municipal place names department for the record. Article 7 The naming of physical geographical entities, administrative divisions and subdistrict offices, residents' committees and villagers' committees, development zones uniformly planned by the municipal government and other industrial clusters, urban roads and ancillary facilities, and public cultural facilities shall conform to the laws and regulations on the administration of geographical names and the relevant provisions of the state, and shall be handled in accordance with the following provisions:
(a) the names of physical geographical entities, administrative divisions and sub-district offices shall be implemented in accordance with the relevant provisions of the state and Liaoning Province.

(3) The names of industrial clusters, such as development zones, which are uniformly planned by the municipal government, shall be submitted to the Municipal People's Government for approval after the application is made by the competent department and the opinions of the municipal competent department of place names are solicited.
(four) the naming of urban roads and their ancillary facilities and public cultural facilities shall be applied by the competent department, and shall be examined and approved by the municipal competent department of place names if it belongs to the scope of four districts and cross-administrative regions in the city; In addition, the names of districts (cities) and counties shall be audited and reported to the people's government at the same level for approval.
When naming important urban roads, the competent department of place names shall solicit public opinions or organize experts to demonstrate. The competent department of geographical names shall issue an audit opinion within fifteen working days from the date of accepting the application for naming. The time required for public consultation or organization of expert argumentation is not counted in fifteen working days. Eighth residential areas (buildings) and commercial buildings shall be named in accordance with the provisions of the Regulations on the Administration of Geographical Names, and shall not have the following acts:
(a) using the same or similar name as the name of People's Republic of China (PRC), and the same or similar name as the name of the central state organ, the name of the specific location or the name of the landmark building;
(two) the use of names that contain the meaning of administrative divisions or other names that easily mislead people about the geographical attributes of residential areas (buildings) and commercial buildings;
(three) false use of names such as "country", "central", "international" and "world" which are inconsistent with the actual situation of residential areas (buildings) and commercial buildings;
(four) the use of names that are harmful to social morality or have other adverse effects;
(5) Using an enterprise name or trademark with commercial value without the consent of the enterprise or trademark owner.
Housing authorities for residential areas (buildings) and commercial housing, commercial housing pre-sale registration and other related procedures, to seek the views of the relevant names authorities, the names authorities should make a reply within five working days. Ninth building number naming, which belongs to the scope of the city's four districts and cross administrative regions, shall be handled by the municipal administrative department of place names; In addition, it shall be handled by the district (city) and county place names authorities. Tenth names that meet the relevant provisions and are approved are standard names. Standard place names shall be announced to the public within three months from the date of approval. Eleventh place names should remain relatively stable, and they can be renamed or not, and local residents and villagers do not agree to rename them. If it is really necessary to change its name, it shall go through the relevant formalities in accordance with the administrative authority of place names. Twelfth geographical names that disappear due to changes in administrative divisions or urban construction shall be cancelled in accordance with the administrative authority of geographical names. Thirteenth administrative departments of geographical names shall, within fifteen working days from the date of completion of the procedures for renaming and cancellation of geographical names, issue an announcement on renaming and cancellation of geographical names.
