The competent department of economy and informatization of the people's governments of counties and cities is the industry management department of clean utilization of coal in this area, and is specifically responsible for the daily supervision and management of clean utilization of coal.
Development and reform, public security, finance, land and resources, housing and urban construction, urban management, transportation, environmental protection, industrial and commercial administration, quality and technical supervision and other relevant departments shall, according to their respective responsibilities, do a good job in the management of clean coal utilization according to law. Article 6 Enterprises, units and other producers and operators that produce, process, manage, store, transport and use coal shall, in accordance with relevant laws, regulations and the provisions of these Measures, implement clean utilization of coal to prevent or reduce environmental pollution.
Encourage the use of new technologies and processes for clean utilization of coal to improve the efficiency of coal utilization. Seventh clean coal utilization industry management departments and relevant departments and news media should strengthen the publicity and education of laws, regulations and policies on clean coal utilization, and enhance the awareness of clean coal utilization and environmental protection in the whole society. Chapter II Coal Quality Article 8 The municipal administrative department of coal clean utilization industry shall, in accordance with the national and provincial coal quality standards and the actual needs of the prevention and control of air pollution in this Municipality, formulate the coal quality requirements of this Municipality in conjunction with the departments of quality and technical supervision and environmental protection, and report them to the Municipal People's Government for approval and promulgation.
The coal quality requirements of this Municipality can be adjusted timely according to actual needs. Article 9 Coal sold in this Municipality shall meet the quality requirements of this Municipality. Article 10 Coal production enterprises shall build supporting facilities for coal washing and processing, reduce the sulfur content and ash content of coal, and restrict the exploitation of coal with high sulfur content and ash content. Eleventh coal trading enterprises and coal-burning units shall establish a coal quality inspection system, and conduct sampling inspection on the quality of each batch of coal purchased and sold. Article 12 Coal trading enterprises and coal-burning units shall establish coal purchase and sale ledgers and keep relevant transaction vouchers. The storage period of purchase and sale ledgers and transaction vouchers shall not be less than two years.
Coal purchase and sale ledger shall truthfully record the type and quantity of coal, coal quality test results, transaction date, names, addresses and contact information of both parties to the transaction. Chapter III Coal Burning Article 13 Coal-burning units shall adopt clean production technology, build supporting devices such as dust removal, desulfurization and denitrification, or take other measures such as technical transformation to control the emission of atmospheric pollutants, and shall not discharge pollutants beyond the standard or the total amount. Fourteenth new construction, renovation and expansion of coal-fired power generation projects shall conform to the ultra-low emission standards of air pollutants stipulated by the state and the province.
In-use coal-fired generating units that do not meet the ultra-low emission standards of atmospheric pollutants shall complete the transformation within the time specified by the Municipal People's Government. Fifteenth new coal-fired boilers and other coal-fired facilities shall meet the ultra-low emission standards of air pollutants stipulated by the state and the province.
In-use coal-fired boilers and other coal-fired facilities shall complete clean energy substitution or technical transformation within the time specified by the Municipal People's Government, so as to reduce coal consumption and air pollutant emissions. Article 16 Municipal, county and urban people's governments shall take measures to strengthen the management of civil loose coal, formulate incentive or subsidy policies, encourage residents to burn high-quality coal and clean briquette, and promote energy-saving and environment-friendly stoves.
Small direct-fired boilers and stoves with living sources shall be replaced with clean energy within the time limit stipulated by the people's governments of cities, counties and urban areas. Article 17 The county people's government shall formulate policies to support relevant enterprises to establish a civil clean coal distribution network covering towns (streets) and villages (communities) and a sales network for energy-saving and environment-friendly stoves.
Clean coal for civil use shall be stored, packaged and sold in a sealed manner, and the quality, quantity, production or sales unit shall be marked according to national standards to achieve traceability.
