Today, when health codes are widely used, which department has the power to assign codes to the public?

As for the unified management department, there really is no unified management department. I believe everyone knows what the health code is. It is divided into three categories: green code, yellow code and red code. The green code means "no abnormality is seen" and can pass; the yellow code requires "investigation" or "health monitoring at home"; the red code requires isolation treatment in a designated medical institution or centralized isolation observation, and is tracked and managed by relevant management departments, and Take all necessary prevention and control measures.

Just in the past two days, Henan has been in trouble over the health code. It is reported that depositors of Henan village banks from other provinces are preparing to go to Henan to protect their rights and interests because they cannot withdraw money normally. Coming out of the original starting point is a "green code". After scanning the Yu code, the collective is assigned a red code. This incident has attracted the attention of netizens. The epidemic prevention tool has been abused by departments, and the issue of standardized management of health codes has become the focus of discussion.

Netizens vividly call it "depositor code". This should be a unique situation in China.

During the epidemic, the role of the health code is almost the same as that of the ID card, and the highest risk level among the health codes is the "red code". However, the epidemic prevention department has policies and regulations on who can change to the red code. According to our country’s current policy, the following people can be managed using red code standards:

1. Confirmed cases, suspected cases, asymptomatic infected persons and those who have been under home (concentrated) isolation medical observation for less than 14 days Confirmed patients and asymptomatic infected persons who have been cured and discharged;

2. Close contacts of confirmed cases, suspected cases, and asymptomatic infected persons;

3. People from areas with particularly severe epidemics and Personnel from other high-risk areas;

4. Personnel under centralized isolation for medical observation;

5. Other persons who need to be included in red code management.

The people who came to Henan from other places to ask for savings this time were not from the same place, and they must have received nucleic acid tests when they left. So, why did it become a "red code"? Who manages the health code? Who has the right to assign a red code?

I searched for this issue and found that it is really complicated, because the rules for assigning health codes are mainly formulated by provincial administrative units, and the competent authorities are different in different provinces.

In fact, Henan’s It has indeed broken through everyone's understanding of health codes. It can still be operated in this way. What are the regulations? No one can give a definite answer because even within the same province, the departments responsible for assigning codes are not unified. According to a staff member of the Henan Provincial Health Commission, the Henan Big Data Administration Bureau is responsible for the coding work. A staff member of the Henan Administrative Approval and Government Information Administration Bureau (formerly the Henan Provincial Big Data Administration Bureau) said that coding is managed locally. The Zhengzhou Big Data Administration Bureau also said that this situation should be the responsibility of the Social Prevention and Control Department under the Zhengzhou Epidemic Prevention and Control Command, which is the direct agency for health code management.

I don’t know if everyone is confused, but I am already confused. In fact, there are similar situations in other regions, and there are various organizations responsible for transcoding. For example, on May 17, according to the relevant rules of the Southern Health Code of Hainan Province, in order to facilitate management, transcoding personnel at important checkpoints in various cities and counties can actively convert "green" to "red" or "yellow" according to the rules. In addition, for the need to assign red or yellow codes in batches of more than 100, the Provincial Big Data Administration Bureau must respond in a centralized manner, and each city and county headquarters shall arrange personnel responsible for transcoding (one person per city or county). If there are less than 100 requests for red or yellow codes, each city and county headquarters can handle it on their own.

Why do I look more and more like kicking a ball? I really don’t know which “talent” came up with the idea, but is this inexplicable approach really smart? Obviously not. Isn’t it a bit unjustifiable that epidemic prevention and control measures are used casually, no matter who manages them?

China’s epidemic prevention and control achievements are obvious to everyone. The reason why such results can be achieved is based on scientific methods and compliance with rules, and the health code is indispensable. If you act clever based on your own interests, you will only break the trust of the people. What do you think?
