3. After the execution case is filed, if the whereabouts of the person subject to execution are unknown, he refuses to appear in court after being summoned by the court in accordance with the law, or he deliberately avoids execution, and after review by the collegial panel, it is deemed that the person subject to execution has the ability to perform, The person subject to execution may be determined to meet the circumstances specified in item (7) above and be subject to credit punishment in accordance with the law.
