No, at present, Alipay only supports signing personal savings cards issued by Chinese mainland (not bankbooks), but not international credit cards and bank cards and bankbooks issued by Hong Kong and Taiwan branches.

Take mobile phone Alipay as an example to bind the bank card as follows:
