2) The Measures for the Administration of Bank Cards has corresponding provisions:
Article 3 Cardholders, merchants and other parties handling bank card business within the territory of People's Republic of China (PRC) shall abide by these Measures. Commercial banks should carry out bank card business alliances such as information coexistence, merchant coexistence and equipment sharing on the basis of mutual benefit through consultation.
The term "bank card" as mentioned in these Measures refers to a credit payment instrument issued to the society by commercial banks (including postal financial institutions, the same below) with all or part of the functions of consumer credit, transfer settlement, cash deposit and withdrawal, etc.
III) Relevant provisions of the Measures for the Administration of Bank Cards:
Article 69 A bank card collection letter shall fully disclose the following basic information to the cardholder: the cardholder's name and balance in arrears, reasons for collection, relevant laws and regulations, relevant rights and obligations of the cardholder, account status, etc.
The way to raise objections and provide relevant evidence, the contact information of the issuing bank, the official seal of the relevant business and other contents stipulated by the regulatory authorities. After receiving the cardholder's objection to the credit card collection, the issuing bank shall promptly put forward opinions on the relevant credit card accounts.
Article 70 Under special circumstances, if it is confirmed that the amount owed by the bank card exceeds the cardholder's repayment ability and the cardholder is still willing to repay, the issuing bank may negotiate with the cardholder on an equal footing and reach a personalized installment repayment agreement.
