The phenomenon of delivery boys driving electric bicycles on a rampage in order to rush orders has indeed become a public safety hazard. Take Nanjing as an example. In the first half of the year alone, there were 242 hit-and-run cases involving delivery boys, resulting in 170 injuries. Censorship of this chaos has also become a public call.
Supervision has become a "rigorous necessity", but rigid necessities must also be measured. The departments involved plan to limit the number of orders taken by food delivery drivers. Whether it is appropriate or not is still open to debate.
A very important reason why many takeaway guys ignore traffic regulations is the unreasonable assessment mechanism of some takeout platforms: the delivery time is usually only 20 minutes, and if you are late, one-third of the shipping fee will be deducted. 1. The solution should be: first, the food delivery platform should strengthen traffic safety education for employees and set up a relatively reasonable reward and punishment system. Second, from the perspective of the government's innovative management, the post-event administrative punishment of individual food delivery workers should be integrated into the company's administrative management resources, and daily supervision of delivery boys should be implemented.
However, there should be a clear boundary between the law enforcement supervision of functional departments and the independent operation of enterprises. This is the truth: "Although the cook does not manage the cook, the corpse will not leave the bottle but replace it."
For functional departments, even innovation management and integrated supervision of government and enterprises should be differentiated between inside and outside. The violation of regulations by takeaway boys is a new problem brought by the emerging Internet industry, and it also needs to be supervised based on the general principle of "tolerance and prudence". It is necessary to innovate the form of supervision and implement effective management; it is also necessary to avoid management cross-border and prevent the government's external administrative law enforcement from becoming an interference in the internal management of enterprises.
