Yes. Any loss coupons can only be purchased by NSO members. Even if you are not an NSO member of the Hong Kong server, you can still purchase them by switching regions to the Hong Kong server; purchasing any loss coupons/redeeming any loss coupons in games requires an NS console. In the eShop, domestic users can choose to purchase directly with a credit card, or they can choose to use Alipay to purchase Hong Kong dollar point cards in the web store and then use them in the eShop; finally, each user can have up to 8 redemption coupons at the same time.
