Legal basis: Article 11 of the Law of People's Republic of China (PRC) on Exit and Entry Administration stipulates that citizens of China shall submit their passports or other travel documents and other exit and entry documents to the entry-exit frontier inspection authorities and go through the prescribed procedures. At qualified ports, the entry-exit frontier inspection organs shall provide special passages and other convenient measures for China citizens to enter and leave the country. One article is added as Article 231 of the Decision of the NPC Standing Committee on Amending the Civil Procedure Law of People's Republic of China (PRC): "If the person subjected to execution fails to perform the obligations specified in the legal documents, the people's court may take or notify the relevant units to assist in taking measures such as restricting exit, recording in the credit information system, and publishing information on non-performance through the media."
