IRR is the full name of information resource meta-library, which means that IRP2000, an information resource planning tool, can be applied to three levels of enterprise informatization. Information resource meta-library records and manages the development process of enterprise informatization construction, thus becoming the core resource of enterprise informatization.

In the information resource planning stage, the contents of IRR include: what information is exchanged between functional domains/existing application systems and with other units, what information is processed by existing application systems and newly planned application systems, that is, what information resources are available and what information resources are to be developed.
