Apply at the Bureau of Veterans Affairs.

To apply for a veteran’s preferential treatment certificate, you need: personal application form, copy of resident ID card, copy of household registration book, original and copy of retirement certificate. The original documents will be returned to the person upon confirmation, as well as the original certificate of participation in the war, the original certificate of meritorious service and awards for participation in the war and other supporting materials.
