The reason why ICBC credit card cannot deduct foreign currency may be that you have not opened overseas cardless payment. You need to log in to ICBC online banking, credit card services, my credit card, and select "More" in the operation column of your VISA credit card. After opening it, enable "overseas card-less payment". This is closed by default. Once enabled, the payment can be deducted. Or your ICBC credit card is not a dual-currency credit card. Only dual-currency credit cards can deduct foreign currency.
