According to the regulations of China Banking Regulatory Commission, banks are not allowed to charge annual fees for inactive credit card holders, which means that the usual credit cards need not be inactive.

Except for the fees charged by the cardholder in written form, customer service telephone recording, electronic signature, the method recognized by both the cardholder and the issuing bank, and the creditor-debtor relationship formed when changing the card, no fees shall be charged except for the cardholder's own activation.
