The important role and operation process of the refusal to pay for documents transferred.

1.The business process of refusal to pay for documents transferred by visa international organizations. VISA international organization has implemented the new dispute settlement rules since June 5, 2004. In the new rules, the second refusal link is cancelled, which greatly shortens the waiting time of customers in the process of refusing to pay for the bill adjustment, and makes a useful attempt to speed up the handling of the bill adjustment business. Shortly thereafter, VISA International shortened the response period of transfer instructions from 45 days to 30 days; Since April 1 2005, measures have been taken to shorten the waiting period for arbitration from 75 days to 60 days. The implementation of the above rules will save a lot of waiting time for cardholders to solve disputes quickly. While shortening the business processing time, VISA International Organization is constantly improving its dispute handling system. All documents are delivered through the network system, and arbitration and compliance transactions are also submitted through the network system, which provides great convenience for the business operation of member banks. The issuing bank shall receive the RFC 104 report of VISA International Organization and the corresponding bill adjustment reply document on time. After receiving the documents returned by international organizations, the issuing bank will contact the cardholder for transaction confirmation. If the cardholder admits the transaction, the business personnel will "refuse to pay" the transaction and return the result to the customer service department. If the cardholder still refuses, it will be rejected if it meets the conditions of one refusal; Those who do not meet the conditions of one-time refusal to pay shall be marked as "Unable to refuse to pay" and handed over to the risk management department for follow-up treatment.
