Article 74 If an employee resigns, he shall submit a written application to his bank for examination and approval according to the management authority, and the examination and approval bank shall give a reply within 3 months. During the examination and approval period, the applicant shall not leave his post without authorization.
Provincial branches may, according to the actual situation, stipulate that the minimum service life of employees within their jurisdiction is more than 5 years. Those who have not completed the minimum service period shall not resign.
If the declassification period has not been completed in the post involving national economic and financial secrets, or if the post is held in other special posts or the official duties have not been completed, the resignation may affect the work, and the resignation may not be allowed. The censored clerk shall not resign.
Article 75 A staff member who leaves his post without authorization in violation of the provisions of Article 74 of these Measures shall be dismissed.
Article 76 If a clerk resigns and takes up a post in a unit directly under the original unit within three years, it shall be approved by the original unit.
Article 77 A clerk shall be dismissed under any of the following circumstances:
(a) in the annual assessment, it has been determined to be incompetent for two consecutive years;
(two) unable to do the current job, and do not accept other arrangements;
(3) I refuse to organize work due to adjustment, cancellation, merger or reduction of staffing or change of post setting;
(four) absenteeism or overdue 15 days or more, or more than 30 days in a year;
(five) do not fulfill the obligations of the clerk, in violation of the relevant laws, regulations, policies, rules and regulations of the state, and still do not change after education or cause adverse effects, which is not suitable for dismissal.

Article 80 If an employee resigns or is dismissed, he shall go through the handover procedures before leaving his post and be audited if necessary. Those who refuse to handle the handover procedures shall be dismissed. Those who refuse to accept the outgoing audit must find out the facts and be held accountable according to the actual situation.
